This fiscal year, Zenkou Research has been entrusted by 28 municipalities across 32 regions nationwide, and is participating in the development of model regions for this system in collaboration with NPO Tadakayo (hereinafter "Tadakayo"), an organization that promotes the dissemination of free ICT tools in care settings. A support team led by active and former care workers well-versed in IT provides detailed, on-the-ground support, contributing to the advancement of care DX across entire communities.

■ Background

Under the philosophy of "becoming a model of operations" and "becoming a leader who shapes the future of the industry," Zenkou Research operates as a think tank that consolidates operational know-how cultivated at the social welfare corporation Zenkokai for deployment both domestically and internationally. The company believes it is important to extend expertise accumulated primarily in the facility services sector into the home care sector as well, in order to build a sustainable care service framework.

Against this backdrop, Zenkou Research is participating in the promotion and regional model development for the "Care Plan Data Linkage System," which the Ministry of Health, Labour and Welfare is advancing as the foundation for digitizing the home care sector.

The "Care Plan Data Linkage System" is a mechanism for digitizing care plan-related information exchanged between in-home care support offices and care service providers. This is expected to reduce document delivery by mail and fax as well as manual data re-entry, leading to improved operational efficiency and faster information sharing.

At the same time, challenges persist in care settings — including disparities in IT infrastructure, anxiety about operating systems, and the complexity of implementation procedures — making widespread adoption difficult.

Specifically, in collaboration with Tadakayo, the following initiatives are being carried out:

In the previous fiscal year, in Miyakonojo City, Miyazaki Prefecture, the combination of Zenkou Research's regional policy support and Tadakayo's field-based ICT support (on-site visits, phone, and remote support) enabled the city to achieve the highest penetration rate of the "Care Plan Data Linkage System" among municipalities with a population of 100,000 or more in Japan.

■ Expansion to 32 Regions Across 28 Municipalities Nationwide

This fiscal year, the initiative has been expanded to 32 regions across 28 municipalities nationwide.

Through information sessions held in each region and individual support for each provider, the cumulative number of implementation support sites in FY Reiwa 7 has surpassed 2,000.

Zenkou Research aims to advance sustainable care DX by building regional dissemination models in collaboration with municipalities and related organizations.
