This fiscal year, Zenko Research Institute, commissioned by 28 local governments in 32 regions nationwide, is collaborating with the NPO Tadakayo (hereinafter "Tadakayo"), which works to popularize free ICT tools in care settings, to participate in creating a model region for the system. A support team, primarily composed of current and former care professionals with IT expertise, provides meticulous, field-level support, contributing to the promotion of Care DX throughout the region.

Background

Under the philosophy of "becoming a model for operations" and "being a leader who will shape the future of the industry," Zenko Research Institute acts as a think tank that consolidates the operational know-how from care settings cultivated by the Social Welfare Corporation Zenkokai and deploys it both domestically and internationally. We believe it is important for building a sustainable care service system to expand the knowledge we have primarily accumulated in the facility services domain into the home care domain.

Against this backdrop, Zenko Research Institute is participating in supporting the dissemination of and creating a regional model for the "Care Plan Data Linkage System," which the Ministry of Health, Labour and Welfare is promoting as a foundation for digitalization in the home care sector.

The "Care Plan Data Linkage System" is a mechanism that digitizes the exchange of care plan-related information between in-home care support offices and care service providers. This is expected to reduce the conventional sending of documents by mail or fax and the work of transcribing from manual input, thereby improving operational efficiency and speeding up information sharing.

On the other hand, challenges in the care field, such as varying levels of IT environment readiness, anxiety about operating the system, and the complexity of introduction procedures, have hindered its widespread adoption.

Zenko Research Institute's Initiatives

Zenko Research Institute leverages its expertise in policy research and regional collaboration as a think tank to promote implementation support that is closely aligned with the needs of care settings.

Specifically, in collaboration with Tadakayo, we are implementing the following initiatives:

・Planning and management of implementation support projects for local governments ・Building a dissemination model on a regional basis ・Holding information sessions for businesses ・Providing individual support for introduction procedures and operations

Last fiscal year in Miyakonojo City, Miyazaki Prefecture, the combination of Zenko Research Institute's regional policy support and Tadakayo's field-focused ICT support (on-site, phone, and remote support) led to achieving the "number one adoption rate for the Care Plan Data Linkage System in Japan" among municipalities with a population of over 100,000.

Expansion to 28 Municipalities and 32 Regions Nationwide

This fiscal year, this initiative was expanded to 28 municipalities and 32 regions nationwide.

Through information sessions in each region and individual support for each business location, the cumulative number of supported introductions for fiscal year 2025 has surpassed 2,000.

Zenko Research Institute aims to promote sustainable Care DX by building a dissemination model on a regional basis in collaboration with local governments and related organizations.

Future Outlook

Zenko Research Institute will continue to strengthen its collaboration with local governments and related organizations and work on promoting DX that contributes to improving operational efficiency and addressing the labor shortage in the care sector.

Furthermore, through the dissemination of the Care Plan Data Linkage System, we aim for the nationwide expansion of a regional model that reduces the burden on care settings and improves the quality of services.
