The Kurashiki Tourism Convention Bureau (headquartered in Kurashiki City, Okayama Prefecture; hereinafter 'Kurashiki Tourism Convention Bureau') and WHILL Inc. (headquartered in Shinagawa Ward, Tokyo; President and CEO: Satoshi Sugie; hereinafter 'WHILL') announce the launch of a mobility service using WHILL (pronounced 'Will'), a license-free short-distance mobility device that operates in pedestrian zones, in the Kurashiki Bikan district—one of Japan’s most renowned travel destinations—starting July 1, 2026. This service is part of an initiative to promote universal tourism, enabling people of all ages, abilities, and nationalities to enjoy travel equally. Amid rising inbound tourism and an aging society, the initiative aims to enhance accessibility while preserving Japan’s traditional scenic beauty, thereby improving circulation within the district and creating a more comfortable and enjoyable visitor experience.
Domestic travel is also on the rise, with 2025’s inbound tourist numbers reaching a record high of 42.68 million, a 15.8% increase from the previous year (Note 1), and this upward trend is expected to continue. At the same time, global aging and growing awareness of diversity are driving social efforts to create inclusive environments. Since April 1, 2024, businesses have been legally obligated to provide reasonable accommodations for people with disabilities (Note 2). In the Bikan district, which welcomes over 3 million visitors annually from Japan and abroad (Note 3), efforts are underway to maintain its traditional aesthetic—defined by stone-paved streets and historic architecture—while improving accessibility for tourists.
The introduction of the WHILL mobility service is part of these efforts. It provides a new transportation option for destinations previously difficult to access due to distance, while enabling people of all ages and physical conditions to explore the town freely and comfortably. The models being introduced are the flagship chair-type 'WHILL Model C2,' known for its off-road capability, maneuverability, and stability, and the high-performance four-wheel scooter 'WHILL Model R,' designed for sidewalk use. Both models are intuitive to operate and travel at walking speed, allowing users to move comfortably alongside family and companions. Their high design quality also allows them to blend naturally into the Bikan district’s historic streetscape.
Through the development of accessible environments that ensure safe sightseeing and walking for everyone, the Kurashiki Tourism Convention Bureau and WHILL aim to enhance visitor satisfaction and further improve circulation within the Bikan district.
