Our company has concluded an agreement with Setagaya Ward (hereinafter, the Ward) regarding the Web platform for building local communities, "Tsukurite" (hereinafter, this service), and will commence full-scale business development in the Ward from Wednesday, April 1, 2026.
This service is a Web platform that connects organizers, who plan the creation of "fun things" and the resolution of "problems" in the community, with participants, who discover activities based on their own interests, participate, and get involved as peers. The results of a demonstration experiment conducted in the Ward since May 2025 have been recognized, and the service has been officially adopted in the Ward as a mechanism to support the sustainable creation of local charm, and will be operated continuously.
Moving forward, by having the private sector and government collaborate, leveraging each other's strengths, we aim to solve issues such as the difficulty of finding opportunities to participate in local activities and the shortage of local leaders. We will also support the "participation and collaboration"-based city planning advocated by the Ward and promote a "resident-participation-based mutual support system" where everyone can be autonomously involved in city planning.
In the demonstration experiments to date, a total of approximately 700 people participated in local activities by the end of February 2026. In a survey of members conducted at the end of November 2025, about a quarter of the participants were repeaters, and participants from outside the ward accounted for just under 30%, showing a trend of participation from outside the ward and outside the region. Participants spanned a wide range of ages and genders, including young people, and high satisfaction was obtained from both organizers and participants, demonstrating the effectiveness of this service as a platform for nurturing local leaders. Furthermore, by collaborating with the private and public sectors, we saw participation from segments of the population that previously had low interest in local activities, confirming new possibilities for public-private partnerships to broaden the base of potential local leaders.
In line with this full-scale implementation, the service will sequentially launch new features and initiatives from April. Specifically, we will improve usability by revamping the UI/UX and update the specifications to be compatible with use in multiple municipalities. We will also enable online recruitment of organizers such as groups conducting local activities, and create a new organizer introduction page to deliver activity details to local fans. In addition to the currently operated Instagram, we will newly launch an official LINE account to disseminate information about local activities more widely and encourage participation.
In the future, we aim to expand beyond matching "people" such as volunteers to a function that can comprehensively match all resources necessary for local activities, such as places, goods, and funds. This will allow us to go beyond simply solving the "labor shortage" and provide support to improve the execution capabilities of local activities. We will also accelerate expansion to municipalities nationwide that have ties to the Tokyu Line and our company, aiming to build a model for creating a "relationship population" that connects urban and rural areas, such as by having residents along the line participate in rural activities. "Tsukurite" was planned as part of the "new domain exploration" efforts. It aims to create new businesses that lead to the "construction of future lifestyles" with backcasting thinking, assuming future social issues.

According to estimates by the Tokyu Research Institute, the population along the Tokyu Line, which has been increasing, is projected to peak between around 2025 and 2035 and then begin to decline. In conjunction with this population decline, the working-age population is also expected to decrease.
In such a period of population decline, new forms of affluence and new business models that do not rely solely on population growth and economic expansion are required.
In an era of population decline, there is a possibility that the surplus of regional services will expand due to shrinking administrative domains accompanying tax revenue decreases and the withdrawal of private companies from regions. Our company sees these social issues as opportunities for new business models.
Our company believed it was important to build a mutual support-type system that supports local activities in collaboration with private companies, government, and residents, and to play a role as the foundation supporting that system.
