Notice of Approval of Rights Conversion Plan and Commencement of Construction for the 'Noborito Station Front District Type 1 Urban Redevelopment Project'
Tokyu Land Corporation, Odakyu Real Estate, and Tokyu Corporation have commenced construction on the Noborito Station Front Redevelopment Project.
The Noborito Station Front District Urban Redevelopment Association, along with participating members Tokyu Land Corporation (Headquarters: Shibuya-ku, Tokyo; President: Hiroaki Hoshino), Odakyu Real Estate Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; President: Hide Igarashi), and Tokyu Corporation (Headquarters: Shibuya-ku, Tokyo; President: Masahiro Horie), are pleased to announce that they have received approval for the rights conversion plan from the Mayor of Kawasaki on March 19, 2026, and have commenced new construction for the 'Noborito Station Front District Type 1 Urban Redevelopment Project.'
This project is an urban redevelopment initiative covering approximately 0.6 hectares within a portion of the 90th block of the 'Kawasaki City Planning Noborito Land Readjustment Project' area, which is being implemented by Kawasaki City. The Noborito/Mukogaoka-Yuen station area is designated as a 'regional living hub.' Located directly in front of Noborito Station, this project aims to strengthen the station-front hub by connecting the 'station' (Noborito Station), the 'town' (local residents and resources), and the 'outside' (visitors), thereby enhancing the overall appeal of the area.
With completion scheduled for fiscal year 2029, we aim to create a new hub that enhances local vibrancy and convenience, including improved transportation accessibility through station connectivity and the creation of a station-front space befitting the gateway to the surrounding area.
■ Project Features
(1) Development of Pedestrian Networks
We will construct a pedestrian deck that connects the station and the project site on a flat level. By providing highly convenient, barrier-free vertical access and sidewalk-style open spaces that contribute to a comfortable walking environment, we will form a safe and pleasant pedestrian network connecting the 'station' and the 'town.'
(2) Creation of an Attractive Station-Front Hub
The project will feature commercial facilities and plazas that serve as a 'core of vibrancy,' tourism support functions that act as a hub for promoting local resources, childcare support functions, and urban housing catering to multi-generational and diverse lifestyles. We aim to create a hub befitting the gateway to the surrounding region where these functions harmonize.
(3) Formation of a Disaster Prevention Hub
By providing plazas, facilities for people unable to return home, disaster stockpiling warehouses, and private power generation equipment, we aim to form a regional disaster prevention hub that serves not only residents and facility users but also local residents and visitors in the event of a disaster.
■ Pedestrian Deck Directly Connected to 'Noborito Station'
We have appointed Ney & Partners Japan as the designer for the pedestrian deck that will seamlessly connect the newly created station-front hub with Noborito Station. The design is an open structure that creates new 'connections' within the city, integrating with local resources such as Ikuta Ryokuchi Park and the Tama River, as well as the lush green station-front plaza. By adopting a gently curving alignment, the design utilizes a rational structure that balances forces with columns on only one side. The sculptural form, which treats the structure as the design itself without the use of decorative panels, offers excellent maintenance and safety. It symbolizes the new gateway to Noborito as a new urban landmark connecting the station, the town, the plaza, and the greenery.
■ Building and Exterior Design
Aiming for the building to become a symbol of the town as the gateway to the Noborito/Mukogaoka-Yuen area, we have appointed Jun Mitsui & Associates Architects as the designer. With the concept of a 'Connecting Hill,' the low-rise commercial facilities feature organic shapes and designs that vary by floor, intended to connect and fuse the rich natural environment of the surrounding Ikuta Ryokuchi and Tama River with the vibrancy of the station front. The high-rise section incorporates a streamlined design that resembles a gentle, soft veil, symbolizing the breeze blowing through the abundant nature, creating a symbolic and gentle form. The low-rise and high-rise sections work together to form a landscape appropriate for the gateway to this district.
