[Pioneering the Japanese DBS in the Industry] Tokitsukaze, Promoting Cram School Succession, Formulates 'Safe Teacher Code of Conduct' to Protect Students' Rights and Safety, Introducing It to Group Schools

Tokitsukaze Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; Representative Director & CEO: Rinyu Yatsu), an education startup promoting business succession and continuous M&A for cram schools and preparatory schools, announces that it has formed a partnership with Everybeing (Headquarters: Setagaya-ku, Tokyo; Co-Representatives: Ibuki Ozawa, Moe Nishizaki), a general incorporated association specializing in the guarantee of children's rights. Together, they have formulated the 'Safe Teacher Code of Conduct,' pioneering the incorporation of the 'Safeguarding' philosophy—protecting children's rights and safety—into the cram school industry.

The 'Act on the Prevention of Child Sexual Violence (Japanese version of DBS),' which protects children's hearts and bodies in educational settings, is scheduled to be enforced in December this year. In preparation for the enforcement of this law, Tokitsukaze Co., Ltd. has progressively introduced measures related to children's rights and safeguarding into all its affiliated cram schools starting this April. The company will now proceed with the application for certification by the Children and Families Agency. Based on the specialized knowledge and experience of Everybeing, both companies will work together consistently from policy design to implementation support in the field, updating the awareness and actions of educators to align with the times.

## About the Act on the Prevention of Child Sexual Violence / Japanese Version of DBS
Recently, sexual crimes and sexual violence against children have become increasingly serious. According to the latest data from the National Police Agency, the number of arrests for child prostitution and related offenses remains at a high level of approximately 5,000 cases annually. It has become clear that non-consensual indecency and non-consensual sexual intercourse have significantly increased in recent years.

In particular, not only do more than 200 public school teachers receive disciplinary actions each year over the past five years due to reasons such as 'sexual crimes and sexual violence,' but it is also reported that child sexual abuse occurs in diverse educational settings, including after-school childcare, sports clubs, after-school day services, child care institutions, programming classes, and cram schools.
