Therefore, it has been necessary to strengthen functions and expand the user base through collaboration between service providers. Since 2020, TIS has provided 'Healthcare Passport,' a PHR service that allows individuals to safely and bidirectionally share health and medical information with medical professionals and family members. While it has a proven track record in implementation with local governments and administrations based on strengths such as data linkage with large hospitals and communication support among medical professionals, it has faced challenges in expanding its user base independently. For the past 12 years, Welby has provided 'Welby My Karte,' which supports self-management of health—such as blood pressure, blood glucose, exercise, and diet—for patients with lifestyle-related diseases like diabetes and hypertension, as well as for medical institutions involved in prevention. It boasts the largest scale among PHR services used in clinical settings. The apps provided by Welby have been downloaded over 1.23 million times, and 'Welby My Karte' has been introduced in approximately 7,000 medical institutions. However, realizing medical institution linkage and deployment to local governments remained a challenge. Consequently, TIS and Welby concluded a business alliance agreement in the PHR business in February 2026 to develop regional medical institution linkage and network construction using PHR, and to expand business in lifestyle-related diseases, cancer, and other disease areas, including pre-symptomatic and preventive care.
