Background
On April 1, 2026, the second phase of the Emissions Trading System (GX-ETS) based on the GX Promotion Act came into effect. Companies with an average annual direct CO2 emission of 100,000 t-CO2 or more over the last three fiscal years are now subject to the system, facing new legal obligations such as setting emission targets, calculating and reporting actual emissions, and holding emission allowances.
On March 31, 2026, the Ministry of Economy, Trade and Industry (METI) published the official manual, finalizing the specific operational details of the system. There are numerous matters that affected companies must understand, including notification procedures, the relationship between emission targets and actual emissions, verification by confirmation bodies, transition plans, and registration with the ERMS.
