Instead of Shen, it was Kao who spoke throughout the event—Chen suggested Kao should run for mayor.

During the inspection, Kao asked a local woman whether anyone had come to clean the drainage ditches. The woman replied, 'They come very often!' Kao followed up, 'Did they come before the flooding?' The woman responded, 'Yes, they did!' This confirmed that Taipei City's disaster prevention efforts were being implemented.

Chen Hui-wen pointed out: 'Kao was the one speaking—where was Shen Po-yang? When waiting for Cho Jung-tai, Shen stood with arms crossed. As Cho got out of the car, Shen rushed forward to shake hands first. But when Cho inspected Jīnlóng Road, did he even notice Shen? The one holding the microphone was Kao. Why? Because Shen didn’t know what to say. What kind of Taipei mayor is he running to be?'

Chen continued: 'This was supposed to be Shen Po-yang’s moment to perform, yet Kao was the one speaking the entire time. If she can speak so confidently, she should be the one running for mayor!'
