Stamen Inc. (Headquarters: Nagoya City, Aichi Prefecture; President & CEO: Taihei Onishi; hereinafter referred to as 'the Company') was commissioned by Mino City, Gifu Prefecture (Mayor: Keisuke Shinoda) to undertake a workplace environment improvement project, providing support from organizational development to vision formulation. As part of this initiative, engagement surveys and workshops primarily involving voluntary young employees were conducted, leading to the formulation of a vision that likens Mino City's symbol, 'Mino Washi' (Mino Japanese paper), to the ideal state of the organization.

This initiative is part of the 'Workplace Environment Improvement Project' proposed by young employees, which began with the FY2024 policy planning training. Through dialogues among employees themselves, five workshops, and engagement surveys, a vision was formulated as part of an effort to re-evaluate the working style of Mino City employees.
This support aims to formulate a 'vision for working in the Mino City style' and lay the foundation for sustainable local government organizational management.

Mino City Mayor's Comment
Before becoming mayor, I worked as a city employee, but at that time, the word 'engagement' was not emphasized as much as it is today. I am truly proud that, in formulating this vision, the employees themselves initiated it and visualized the future and essence of the organization with their own hands. Through the workshops, we rediscovered the unique 'just rightness' of this city, not as a compromise, and I felt a clear sense of progress towards change as employees expressed their true selves and passionately debated ideas. Mino City is now facing the major challenge of population decline and has just taken a new step forward, advocating for 'transformation.' For the organization going forward, an environment where each individual can voice their opinions as 'their own matter' is indispensable.

This project was planned with the intention of visualizing the essence of organizational issues through the implementation of an engagement survey and formulating a workplace improvement vision, so that all employees can move forward in the same direction. This vision, which reflects the opinions of all employees, was created entirely by the employees themselves, from the selection of words to the design. What we reconfirmed through the workshops was that the unique charm of Mino City lies not only in the convenience of living but also in the 'comfortable distance, neither too close nor too far,' that flows between employees and citizens. By placing this value of 'just right' at the core of our concept, we aim to create a unique city where both citizens and employees can be happy together...
