On April 16, 2026, the Ministry of Economy, Trade and Industry (METI) and the Information-technology Promotion Agency, Japan (IPA) announced the publication of "Digital Skill Standards (DSS)" version 2.0, a guideline for developing DX promotion personnel. This update, the largest revision since its initial release in 2022, incorporates numerous changes that directly impact corporate human resource development planning. These changes reflect the rapid advancement of AX (AI Transformation), including the establishment of a new data management category, significant redefinitions of business architect and designer roles, and the expansion of business transformation skills as a common skill.
STANDARD Inc. has promptly reviewed these revisions and is proceeding with adaptations to its consulting services and DX human resource development platform, "TalentQuest." This press release announces the commencement of support services and the holding of seminars.
STANDARD: Swiftly Initiates Support Aligned with DSS ver.2.0
STANDARD Inc. is implementing the following measures:
▶ Launch of DSS ver.2.0 Fully Compliant Assessment and Learning Courses
Based on the revised content of DSS ver.2.0, we will update the assessment functions of TalentQuest. In addition to diagnosis and training recommendations compliant with the newly established role definitions and skill items, we plan to launch new and updated learning courses corresponding to the skill items of DSS ver.2.0 in the near future.
▶ Continued Provision and Enhancement of Practical Programs for Data Management Human Resource Development
We have extensive experience in providing development support corresponding to the newly established "Data Management Category" (Data Steward, Data Architect, Data Engineer). We will further strengthen these programs in response to this revision.
▶ Consulting Support for DX Human Resource Strategy Design (Enhanced DSS ver.2.0 Compliance)
In our accompanying DX consulting, we provide design support for integrating DSS ver.2.0 into companies' human resource strategies.
Companies Face the "Question of Interpretation": Details Explained in Seminars
DSS ver.2.0 is a revision that offers significant implications for corporate human resource development planning. However, we have already received numerous inquiries from company representatives stating, "We don't know how to interpret it." The following points, in particular, are crucial questions that, if misinterpreted, could affect the entire training design:
Point 1
How should the difference in mission between existing business architect personnel and DSS ver.2.0 business architect personnel be interpreted?
The mission definition for business architects has been revamped in ver.2.0. Do existing in-house personnel still fit, or is new training or recruitment necessary?
Point 2
A new data management personnel category has been established. What does data management entail in the AX era?
What roles do the newly established "Data Management Categories" (Data Steward, Data Architect, Data Engineer) play? How do the "data management roles" and "basic literacy" required of all business professionals in the AX era differ from those of data scientists?
Point 3
Management of transformation activities has been added as a new skill. Why is change management necessary? How should it be considered?
What is the background behind explicitly stating transformation management as a common skill for all personnel, and how should its implementation in a company's human resource development and organizational transformation be considered?
Our interpretation of these questions and how to apply them to your company will be explained in detail in the following series of seminars.
