Space Data Inc. (Headquarters: Minato-ku, Tokyo; President and CEO: Kohei Sato; hereinafter "Space Data") has joined the "Smart Island Promotion Platform" as a Type 3 Member (private organization with seeds) and the "Smart City Public-Private Partnership Platform" as an Observer Member, both overseen by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).
Through participation in both platforms, Space Data will connect its digital twin technology, which utilizes satellite data and AI, with the initiatives of national and local governments and private companies, and work to solve the challenges faced by remote island regions and urban areas in disaster prevention, aging infrastructure, and urban development.
Background of Participation
Remote island regions face unique challenges distinct from mainland areas, such as high disaster risks, vulnerable fire and emergency response systems, and aging infrastructure. Urban areas, too, are facing urgent needs to respond to climate change, maintain aging infrastructure, and operate cities based on data.
To address these challenges, a technological foundation is essential that can rapidly process wide-area data without relying on on-site surveys and reproduce the real world in high definition. Space Data possesses a leading technological foundation in Japan that can build high-definition digital twins using satellite data and AI, without the need for on-site surveys.
Previously, Space Data has implemented digital twins in developing countries in the Pacific, Africa, and Latin America, including Tonga and Ghana, as a technical partner to the United Nations Office for Outer Space Affairs and the Commonwealth. Its efforts to support disaster response for national governments through 3D visualization of sea-level rise, tsunami, and flood risks were recognized with the Minister for Foreign Affairs Award at the 7th Outer Space Awards hosted by the Cabinet Office. In a demonstration project for MLIT's PLATEAU, Space Data generated a 3D urban model using only satellite data, reducing costs by approximately 94% compared to conventional aerial surveys. This achievement received top ratings from government and research institutions in multiple countries.

In collaboration with local governments of remote islands, Space Data will address the following challenges using digital twin technology with satellite data and AI:
- Construction of high-definition 3D urban models using satellite data
- Dynamic simulation of individuals, vehicles, and crowds on a unit-by-unit basis to optimize evacuation plans during disasters
- Pre-visualization of building structures and road widths in 3D to support initial response and optimize dispatch routes for fire and emergency services
- Support for data-driven urban development, such as prioritizing infrastructure aging and optimizing the placement of public facilities, based on high-definition 3D models
【Smart City Public-Private Partnership Platform / Observer Member】
Through collaboration with municipalities and private companies nationwide, Space Data will promote the creation of use cases that contribute to smart city implementation, such as urban disaster prevention, transportation, and infrastructure management, starting with Space Data's digital twin technology.
