Space Data Inc. (Headquarters: Minato-ku, Tokyo; Representative Director and President: Katsuaki Sato; hereinafter "Space Data") announces a business partnership with Look Up Space (Headquarters: Toulouse, France), a French Space Situational Awareness (SSA) company, for the purpose of exploring the construction of a data platform related to Space Situational Awareness (SSA) and Space Traffic Management (STM).

Through this partnership, we will combine Look Up Space's radar observation data and data processing platform with our integrated technology platform "PROVIDENCE" to advance discussions towards building a domestic SSA/STM data processing infrastructure in Japan.

Background of the Partnership The number of operational satellites has increased from less than 2,000 a decade ago to over 13,000 today, and is projected to exceed 40,000 by 2030. With this rapid increase, the importance of "Space Situational Awareness (SSA)" to ensure the safe use of space is growing globally. SSA refers to activities that accurately grasp the position and orbit of objects such as artificial satellites and debris in Earth's orbit, and monitor collision risks and threats.

Currently, the providers of orbital object tracking data are limited, and securing autonomous space monitoring capabilities is an important security issue for each country. The Japanese government is also strengthening its space domain capabilities, having reorganized the Air Self-Defense Force's Space Operations Group into the "Space Operations Wing" with approximately 670 personnel in March 2026, and planning to expand it further to approximately 880 personnel.

Cooperation in the space defense sector between Japan and France is also deepening. In March 2026, a document was signed regarding the dispatch of an Air Self-Defense Force liaison officer to the French Space Command, further advancing cooperation in the space sector between Japan and France. This partnership is an initiative by private companies to promote the development of SSA/STM technical infrastructure, against the backdrop of these government-level security cooperation trends.

Overview of the Partnership In this partnership, both companies will collaborate to promote business with the following three goals:

1. Support for the sustainable use of space through the provision of advanced SSA and STM data and services.

2. Development of a high-performance SSA/STM data processing platform in Japan.

3. Strengthening commercial cooperation between Japan and France in the space technology sector.

Specific Cooperation Details and Roles of Both Companies Provision of SSA Observation Data (Look Up Space) Look Up Space will provide data and technical expertise related to its independently developed ground radar "SORASYS" (capable of tracking small objects down to several centimeters in low Earth orbit) and its platform that fuses and analyzes multiple sensor data in real-time to assess collision risks. Additionally, it will provide technical and operational knowledge regarding orbital analysis and space environment monitoring, as well as advice and support concerning the structural design and operation of SSA systems.

Development of Domestic Data Processing Platform (Space Data) Space Data will lead the development of a domestic SSA/STM data processing platform for the Japanese market, utilizing its integrated technology platform "PROVIDENCE," which employs planetary-scale digital twin technology and AI, and will promote its deployment in the domestic market.

Joint Development of Business Opportunities Both companies will also jointly consider creating utilization opportunities for SSA and STM in Japan for commercial and government agencies. They will proceed with the development of services that contribute to improving the resilience of social infrastructure, including in the security and disaster prevention fields.

Future Outlook As the use of space expands, managing collision risks due to the increase in satellites and debris, and responding to security threats, have become global challenges. Through this partnership, Space Data will contribute to improving the resilience of social infrastructure, including in the security and disaster prevention fields, through the development of Japan's unique SSA/STM data processing infrastructure. Furthermore, it will deepen Franco-Japanese technological cooperation towards realizing a society where everyone can use space safely and sustainably.
