Space Data Inc. (Headquarters: Minato-ku, Tokyo; CEO: Katsuaki Sato; hereinafter 'Space Data') has announced a business alliance with Look Up Space (Headquarters: Toulouse, France; CEO: Michel Friedling), a French Space Situational Awareness (SSA) company, to study the construction of a data platform for SSA and Space Traffic Management (STM).

Through this partnership, the companies will combine Look Up Space's radar observation data and data processing platform with Space Data's integrated technology foundation 'PROVIDENCE' to advance the development of a domestic SSA/STM data processing infrastructure in Japan.

### Background of the Partnership The number of operational satellites has increased from fewer than 2,000 a decade ago to more than 13,000 today and is predicted to exceed 40,000 by 2030. With this rapid increase, the global importance of Space Situational Awareness (SSA)—the activity of accurately tracking the position and orbit of satellites and debris to monitor collision risks—is rising.

Currently, providers of orbital tracking data are limited, making the securing of autonomous space monitoring capabilities a critical national security issue for many countries. The Japanese government is also strengthening its systems, planning to reorganize the Air Self-Defense Force's Space Operations Group into a 670-person 'Space Operations Wing' in March 2026, with further expansion to 880 personnel planned.

Cooperation between Japan and France in the field of space defense is also deepening. In March 2026, a document was signed regarding the dispatch of an Air Self-Defense Force liaison officer to the French Space Command. This partnership is an initiative by private companies to promote the development of technology foundations in the SSA/STM field against the backdrop of this governmental security cooperation trend.

### Specific Cooperation and Roles #### Provision of SSA Observation Data (Look Up Space) Look Up Space will provide data and technical knowledge regarding its self-developed ground-based radar 'SORASYS' (capable of tracking small objects in low Earth orbit down to a few centimeters) and its platform that fuses and analyzes multi-sensor data in real-time for collision risk assessment. Additionally, it will provide technical and operational knowledge on orbital analysis and space environment monitoring, as well as advice and support for the structural design and operation of SSA systems.

#### Development of Domestic Data Processing Platform (Space Data) Space Data will lead the development and promotion of a domestic SSA/STM data processing platform for the Japanese market, utilizing its integrated technology foundation 'PROVIDENCE' which leverages planetary-scale digital twin technology and AI.
