(Chuo City, Tokyo, President & CEO: Katsuhiko Sakai), will begin trial provision of "iJAMP RAG (Eye Jump Rag)," a new option for the generative AI platform for government, "Jichitai AI zevo (Zevo)," from July 2026. This option utilizes the news data from "iJAMP Kanchō Sokuhō" (from January 2022~) as reference information for RAG (Retrieval-Augmented Generation) to automatically generate initial drafts of administrative documents based on policy background and municipal case studies. Jointly developed by Jiji Press, Miyakonojo City, and Shift Plus, its effectiveness in improving operational efficiency and response accuracy was confirmed during a one-year PoC (April 2025 - March 2026) in Miyakonojo City, leading to its commercialization.
Background of Development
As the use of generative AI in government expands, many municipalities face the following common challenges:
General-purpose AI cannot reference the latest policy trends or case studies from other municipalities.
Significant time is required for information gathering, organization, and comparison, leading to being overwhelmed with documentation tasks.
Concerns about hallucination (generation of misinformation) in generative AI make it difficult to use outputs as-is.
"iJAMP RAG" realizes practical document generation that incorporates institutional trends and advanced examples by embedding Jiji Press's "iJAMP Kanchō Sokuhō" data (from January 2022~) into generative AI responses as a reference source. It significantly shortens the traditional workflow of "researching, reading, summarizing, and writing," and suppresses hallucination by generating responses based on reference data.
One-Year PoC with Miyakonojo City, Miyazaki Prefecture
In cooperation with Miyakonojo City, Miyazaki Prefecture, the effectiveness of RAG utilization in administrative work was verified from April 2025 to March 2026. Based on the confirmation of improved operational efficiency and response accuracy through document generation and information organization using "Kanchō Sokuhō" data, commercialization was decided.
Miyakonojo City will continue to utilize this option as a PoC municipality.

By generating practical responses based on policy backgrounds and municipal case studies, and utilizing knowledge, it will contribute to the operational efficiency and decision-making support of municipal employees.
Furthermore, in developing this option, a PoC (Proof of Concept) was conducted from April 2025 with the cooperation of Miyakonojo City, Miyazaki Prefecture, to verify the effectiveness of RAG utilization in administrative work. This verification confirmed effects such as improved operational efficiency and response accuracy in document generation and information organization using "Kanchō Sokuhō" data.
