東京都政府在建構永續未來都市模型的「東京灣ESG計畫」中，自2022年度（令和4年度）事業開始以來，已利用中央防波堤區域等，推動了包含2025年度（令和7年度）的3件在內，共計23件最尖端技術的實證專案。
2026年度（令和8年度）將以中央防波堤區域為基礎，更彈性地運用，並提供技術實證場域給更多事業，以「Tokyo Bay Innovation Field」的名稱展開事業。
本次招募約23件專案，分為提供中央防波堤區域作為實證場域，以支援從試作、驗證階段到既有產品改良等廣泛產品開發的「場域提供型」（約20件），以及以生活和產業相關的周邊灣區為實證現場，支援社會實證專案的「專案支援型」（約3件）。
透過將整個灣區廣泛地發展為創新場域，將進一步加速新創企業與大型企業合作等，推動最尖端技術的社會實證。
1. 場域提供型
(1) 招募內容
以零排放（含防暑對策）、循環經濟等廣泛領域為目標，利用場域進行產品開發、改良等新技術社會實證的措施。
(2) 支援項目
【臨時利用型】
支援預計為期約一週的短期利用，例如移動載具的測試行駛等技術實證。
【常設設置型】
支援預計為期約一年的中長期數據收集設備驗證，例如二氧化碳回收裝置等。
(3) 預計錄取件數
約20件
(4) 申請資格
原則上為2家以上的企業聯盟（成立未滿10年的新創企業可單獨申請）。
※加入Tokyo Bay ESG Partner為必要條件。

2. 專案支援型
(1) 招募內容
以實現灣區零排放及循環經濟為目標，運用「次世代移動載具/機器人」、「最尖端再生能源」、「環境改善/資源循環」三大領域技術的專案。
亦可接受結合多個技術領域的跨領域申請。
(2) 預計錄取件數
約3件
(3) 申請資格
由推動專案社會實證的相關者*所組成的企業聯盟。
*技術開發事業者與有意願運用產品/服務等的事業者。
（例如：次世代太陽能發電技術事業者與電動車事業者等）
企業聯盟中，必須包含至少一家成立未滿10年的新創企業。
