Sakura Jimusyo Co., Ltd. (Shibuya-ku, Tokyo / President: Naoya Yamamoto), a comprehensive real estate consulting and home inspection (housing diagnosis) service provider for individuals, and a consulting firm for condominium management associations, has compiled important points to prevent stagnation in management association operations. This initiative comes as many condominiums enter the 'new and old board handover season' from May to June. We are pleased to announce the start of free distribution of the 'Condominium Board Handover Checklist' to support a smooth handover.
Three Key Points for Condominium Board Handover
1. Management of Handover Documents, etc.
The first challenge in a board handover is the transfer of documents and seals. The 'storage' and 'management' of documents are similar but not the same. It is not uncommon for important documents to be piled up in disarray in condominiums. Loss of documents or keys can also be discovered during the handover.
2. Handover of the 'Background' of Business Plans
When handing over business plans, it is important to transfer not only the agenda but also the background and circumstances of the plan's formulation. If the handover of the background is insufficient, the new board will have to restart discussions from scratch without knowing the previous term's deliberations, which not only wastes time and effort but also risks nullifying the achievements accumulated by the previous board. Furthermore, such a situation could escalate into blame-shifting between the previous and new boards, potentially leading to a deterioration in resident relationships.
3. Handover with Legal Revisions in Mind
In April, revised condominium-related laws, primarily the Condominium Unit Ownership Law, will come into effect. Prior to this, the Standard Management Rules were revised in October 2025. Following the revision of the Standard Management Rules, reviewing management rules has become an urgent issue for many condominiums. This fiscal year, it is particularly important to reliably hand over the critical task of reviewing the rules to the new board.
