Under the provisions of Article 60 of the Industrial Safety and Health Act, employers are required to provide safety and health education to foremen and other persons who directly guide or supervise workers during operations, newly assigned to their duties, when the industry of their workplace falls under those specified in Article 19 of the Order for Enforcement of the Industrial Safety and Health Act.

With the revision of the Order for Enforcement of the Industrial Safety and Health Act, from April 1, 2023, "Food Manufacturing (umami seasoning manufacturing and animal and vegetable oil and fat manufacturing are already covered)", "Newspaper Industry, Publishing Industry, Bookbinding Industry, and Printing Processing Industry" have been newly added to the industries requiring safety and health education for foremen, making it mandatory for foremen.

*The traditionally targeted industries for foreman training are construction, manufacturing (excluding some), electricity, gas, machinery repair, and automobile maintenance.

These industries also require foreman qualifications due to organizational changes.
