The total number of medical facility openings is increasing. However, hospitals were not the main drivers of this recovery.

Review Inc.'s analysis of 1,466 hospitals and clinics opened nationwide from October to December 2025 shows that while the total number of openings has significantly recovered compared to the previous year, the number of new hospitals remains limited.

The data indicates that the increase in 2025 was driven not by hospitals, but by clinics that support regional healthcare. While medical facility openings are on a recovery trend, the underlying trend suggests a shift toward more community-based medical services.

Medical facility openings up 26% YoY: Recovery in 2025

The number of hospital and clinic openings nationwide from October to December 2025 reached 1,466.

Comparing the same period over the past three years, 2023 recorded 1,462 openings, 2024 had 1,164, and 2025 reached 1,466, showing a strong recovery from the decline observed in 2024.

The year-on-year increase was 302 facilities, a growth rate of approximately 26%, making 2025 the highest level in the past three years.

Despite challenges such as population decline, staffing shortages, and rising costs, the medical facility opening market is showing signs of renewed activity.

However, this recovery was not evenly distributed across the country.

National Hospital and Clinic Opening Ranking TOP 5

When examining openings by prefecture from October to December 2025, the top five were: 1st Tokyo (370), 2nd Osaka (114), 3rd Aichi (93), 4th Kanagawa (90), and 5th Saitama (88).

The top positions are dominated by the capital region and major metropolitan areas, maintaining high opening levels in densely populated regions.

Tokyo led with 370 openings, accounting for approximately one-quarter of all nationwide openings.

In addition to its large population and high medical demand, new patient demand driven by emerging residential areas and redevelopment zones may be contributing to the high opening numbers.

Osaka, Fukuoka, Aichi, and Kanagawa prefectures also remained in the top ranks, indicating that the trend of openings concentrated in major urban areas continues.

However, the focus should not be solely on rankings. Looking at changes from 2024 to 2025, Tokyo increased by 115 openings, accounting for 38.1% of the national increase of 302.

While Aichi and Fukuoka saw increases, Osaka and Kanagawa fell below the previous year's levels. Even among top-ranking regions, differences in opening trends are emerging, highlighting that 'where to open' is becoming more important than ever.

Clinic openings supporting regional healthcare drive the recovery

Another notable feature in this data was the difference between hospitals and clinics.

The number of new hospitals opened from October to December 2025 was only 11, down from 25 in 2023. In contrast, the overall number of medical facility openings recovered significantly, indicating that clinics are driving the growth.

Establishing a hospital involves significant burdens such as equipment investment and staffing. With ongoing increases in construction costs and labor expenses, there may be high barriers to establishing large-scale facilities.

On the other hand, clinics offer flexible openings tailored to local needs. The importance of clinics in providing accessible medical care close to patients appears to be growing, driven by an aging population and increasing demand for regional healthcare.

Dentistry and internal medicine account for about 64% of total openings. Demand for foundational regional healthcare remains strong

By medical specialty, dentistry accounted for 483 openings and internal medicine for 458, together making up approximately 64% of all openings.

Both specialties serve the everyday healthcare needs of local residents, indicating that demand for these foundational areas of regional healthcare remains high.

At the same time, openings of specialized clinics such as psychosomatic medicine/psychiatry, dermatology, and plastic/orthopedic/cosmetic surgery were also observed.

The simultaneous growth in clinics addressing regional healthcare needs due to aging and those emphasizing specialization reflects a key trend in today's medical opening market.

What emerges from this data is not just a simple increase or decrease in medical facility openings.

While opening numbers are recovering, the core of this growth lies not in hospitals, but in clinics.

Additionally, disparities are evident between regions where openings are increasing and those where they are not.

Medical facility openings serve as an indicator reflecting a region's population dynamics, medical demand, and future potential.

These results suggest that the importance of community-based healthcare is rising, and differing regional medical needs are beginning to influence opening trends.
