Randstad K.K. (Headquarters: Chiyoda-ku, Tokyo; Chairman & CEO: Jyunnosuke Michigami; President: Tetsuya Sarutani), a provider of comprehensive human resource services, will open its first dedicated rapid response human resource service hub for municipal business, the "Sendai BPO Center," on August 1, 2026. This center will be located in a space adjacent to the Randstad Sendai Branch and will offer a new "Hybrid BPO" model, providing ample workspace while also deploying personnel to client government buildings (on-site) as needed, depending on the nature of the work.

Background of Opening and Offering "Hybrid BPO"

For administrative and municipal projects, the preparation period from public tender to commencement of operations is extremely short. Traditional project-based operations, which require securing office space and personnel from scratch after contract award, have presented significant initial setup burdens and risks. Furthermore, there is a dilemma between security requirements that prohibit personal information from leaving the premises and physical constraints such as a lack of sufficient workspace within government buildings. To address these challenges, Randstad proposes "Hybrid BPO," which handles core operations that cannot involve taking personal information off-site (on-site) within government buildings, while large-volume document reviews and 24/7 call center operations are conducted at the Sendai BPO Center (off-site) equipped with robust infrastructure.

Randstad's Unique System and Strengths

1. Permanent Hub to Eliminate Initial Delays

This is a permanent hub that can start operations with pre-established "advanced security," "latest IT," and "skilled personnel." Equipped with a dedicated space for 28 seats and a 24/7 operational system, it leverages Randstad's extensive and broad human resource network to immediately secure necessary resources and commence operations without any time lag.

2. "Three-in-One Support" for Instant Collaboration

The center is located in a space immediately adjacent to the Randstad Sendai Branch 1. By having the sales and recruitment departments and the center's operations and management teams physically within "seconds of collaboration" distance, a solid backup system is realized, enabling swift and timely responses to sudden client requests or changes in circumstances.

3. "Talent Pool" for Nurturing Next-Generation Leaders and Regional Revitalization

This facility functions not merely as an outsourcing hub but as a strategic "talent pool hub" that actively hires local inexperienced individuals and trains them in practical skills through unique training programs. This initiative directly contributes to stable employment creation (e.g., hiring high school graduates, employing individuals with disabilities) and the promotion of diverse working styles in the Tohoku region, embodying contributions to regional revitalization and SDGs.

Comment from Shuta Matsumoto, Branch Manager of Randstad Sendai Branch 1

In August 2026, Randstad will open a new BPO center in Sendai. This center will maximize the high-level outsourcing expertise cultivated on-site to the off-site environment. We have established a solid training system that enables individuals to acquire specialized skills even from an inexperienced background, and we will foster excellent leader talent who will eventually lead multiple outsourced workplaces and dispatch destinations. With this opening in Sendai as a firm foothold, we plan to expand similar centers to various locations across the country in the future. We will respond quickly and flexibly to the changing business environment, provide high-quality services in more regions, and contribute to the creation of sustainable local employment and the business growth of our clients.

Randstad will serve as a partner that responds with the best possible system to the challenges faced by municipalities and government agencies, such as "short delivery times," "increasingly sophisticated operations," and "risk management," thereby contributing to sustainable administrative operations and the development of local communities.
