We are pleased to announce the launch of the archived video distribution of our online seminar held on July 3, 2026, titled "HR Initiatives Are 90% Design — How Data Utilization Transforms Outcomes."
In this seminar, we welcomed Norimitsu Hamoka, author of "The Mindset Behind Overwhelmingly Successful HR Initiatives," who supports numerous companies as an organizational HR consultant and executive coach, for a dialogue with Toru Ariyama, Representative Director of the Association.
In an era where merely "conducting surveys" or "introducing systems" no longer leads to results, we discussed the importance of designing HR initiatives by first defining the desired outcome—"what we want to achieve"—and then leveraging data for decision-making and dialogue.

Start from the "desired state," not from "initiatives"
HR initiatives should not begin with actions like "conduct management training" or "introduce an engagement survey," but rather from goal design: "What kind of organizational state do we want to achieve?" Initiatives are means, not ends. To generate results, it is essential to clearly define the organization’s target state and design the necessary considerations for achieving it.
Data has two roles: "understanding the current state" and "uncovering structural insights"
Data utilization is not just about current status analysis. It serves to visualize the gap between the current state and the desired organizational outcome, and to structurally understand why certain challenges exist. The key is not merely looking at numbers, but using data to uncover the root causes of organizational issues and connect them to effective actions.
Data should be used to generate "dialogue" and "action," not for "management"
Mr. Ariyama presented analysis results from approximately 20,000 individuals’ career development data. By visualizing both individual career status and organizational environment together, he demonstrated how data can be used as a "tool" to foster dialogue between employees and their managers and drive next-step actions—not for management or evaluation, but as a common language to advance career support.
In the AI era, what HR needs most is "design capability"
AI has made report creation and data analysis easier than ever. However, if the initial goal setting and issue framing are unclear, even the most sophisticated analysis will not lead to effective decision-making. This session emphasized that the key to successful data utilization is not analytical skill, but the ability to define what outcomes we want to achieve and design how to use data accordingly.

Norimitsu Hamoka Representative, Predirection LLC / Organizational HR Consultant & Executive Coach
Born in 1983 in Shizuoka Prefecture. He has held dual roles in both business and HR functions at major corporations such as Recruit and venture companies like Kayac, driving business growth. He became independent in 2023 and now supports various companies as an organizational HR consultant, assisting in the planning and implementation of HR initiatives such as recruitment, staffing, training, policy development, and succession planning. Leveraging his expertise in both corporate and startup environments, as well as business and HR functions, he acts as a bridge between management and frontline teams. As an executive coach, he conducts around 200 coaching sessions annually, primarily with executives, supporting companies from both individual and organizational perspectives.
Toru Ariyama Representative Director, CEO, 4designs Inc. / Representative Director, Protean Career Association
Graduated from Waseda University in 2000, he joined a major manufacturer before moving to a management consulting firm, then held leadership roles such as Head of Administration and Strategic Planning at a publicly listed IT company, digital advertising firms, and startups, where he led numerous projects including mid-term business planning, ERP implementation, M&A, and MBO/IPO projects for a major foreign PE fund. He holds an MBA from Waseda University Graduate School. In July 2019, he founded 4designs Inc., offering management consulting and career support services. In March 2020, together with Professor Kennosuke Tanaka of Hosei University’s Career Design Department, he co-founded the Protean Career Association. Within five years of establishment, they have supported organizational development and autonomous career development for over 350,000 individuals and 250+ companies.
