Tokyu Land Corporation (hereinafter, Tokyu Land), Shizuoka Prefecture, Central Japan Railway Company (hereinafter, JR Central), and ReINN Corporation (hereinafter, ReINN), a group company of Tokyu Fudosan Holdings Corporation, have been selected for the Ministry of Land, Infrastructure, Transport and Tourism's "Implementation Project for Leading Two-Region Residential Projects" and will work collaboratively to establish the lifestyle of living in two locations.

In fiscal year 2025, Tokyu Land, Shizuoka Prefecture, and JR Central collaborated to launch initiatives to promote two-location living, including holding an event in December for users of "SHIBUYA MABLs" (Shibuya MABLS), a community app fostering Shibuya's value provided by Tokyu Land, to experience living in two locations in Shizuoka Prefecture, and reducing participants' travel expenses.

From fiscal year 2026, "MABLs" (MABLS), a service originating from the app, will further promote two-location living by newly constructing and making available on the app a model that combines information dissemination about two-location living in the greater Shibuya area with opportunities for work and encounters with people in Shizuoka Prefecture.

Furthermore, JR Central will support by reducing travel expenses, and Shizuoka Prefecture will provide support in the form of certifying individuals for two-location living and reducing housing costs in collaboration with local accommodation providers. Additionally, ReINN will participate and support the purchase of residences for a second location.

Through the collaboration of the four parties, we will provide total support from the stage of learning about and experiencing a new lifestyle of living in two locations, to the stage of regularly commuting between them and residing in both.

□ Background and Overall Picture of the Four-Party Collaboration "Connecting the Greater Shibuya Area and Shizuoka Prefecture"

The lifestyle of living in two locations, having bases in both urban and rural areas, working in the city on weekdays and enjoying a relaxed life with hobbies in the countryside on weekends, has seen environmental improvements for widespread adoption in recent years, including revisions to related laws and the planned launch of the "Furusato Resident Registration System" within fiscal year 2026.

On the other hand, local governments that accept residents living in two locations have faced challenges such as approaching potential and interested individuals living in urban areas for two-location living, effectively and continuously disseminating information to these demographics, establishing mechanisms to develop mid- to long-term relationships between the community and those living in two locations, and the significant cost burden.

Therefore, by collaborating with Shizuoka Prefecture, "MABLs," provided by Tokyu Land, which excels in community building and information dissemination in the greater Shibuya area, will construct a "mechanism to connect the greater Shibuya area and Shizuoka Prefecture." Specifically, in the greater Shibuya area, a hub for diverse talent, companies, and cultures with a high sensitivity to new initiatives and trends, we will continuously disseminate information about two-location living in Shizuoka Prefecture and newly establish a mechanism to foster relationships with the region that do not end after a single interaction, such as supporting job searches in Shizuoka Prefecture.

Furthermore, with the participation of JR Central and ReINN, we will also work to reduce the burden of travel expenses and various costs associated with purchasing and maintaining residences.

By addressing the challenges faced by local governments through collaboration among businesses, we will establish a system that provides total support from the stage of learning about and experiencing two-location living to the stage of regularly commuting and residing in both locations. This will contribute to regional revitalization, the creation of a "related population" (people with connections to the region), and the establishment of new lifestyles.

■ Initiatives by Each Party

○ Tokyu Land Corporation

Tokyu Land will begin creating a mechanism to provide continuous information dissemination in the greater Shibuya area and generate opportunities for work and encounters in Shizuoka Prefecture through the "MABLs" service, which originates from a community app.

"MABLs" will create regular points of contact by disseminating content that resonates with users in urban areas. Additionally, it will establish a foundation to widely deliver information to potential two-location residents by holding events that bring together local residents and users connected to the area, going beyond just the perspective of moving or living in two locations.

Furthermore, we will work on creating a system to foster diverse engagement with the region through encounters with local jobs. "MABLs" will design a mechanism for secondary diffusion of information about involved cities, people, and jobs by regularly posting job openings on its timeline.

Through these initiatives, we aim to nurture interest generated by app information and experiential events via continuous information dissemination and the creation of job opportunities, thereby fostering the creation and expansion of a related population and leading to an increase in future two-location residents and movers.

"SHIBUYA MABLs" is an app aimed at fostering the value of Shibuya through connections between "people and people" and "people and the city" within the greater Shibuya area. "MABLs" is the general term for services originating from the app. Currently, the number of app downloads has surpassed 100,000.

Its biggest feature is how experiences expand starting from the "check-in" function. Checking into the Shibuya area earns points, which can be used at restaurants and experiential facilities in the Shibuya area.

Furthermore, check-ins facilitate communication among "people currently in Shibuya," creating opportunities for interaction based on shared interests and enabling information exchange about work and hobbies. By offering connections and benefits through both digital and real-world channels, including opportunities to meet in person through a wide range of user-targeted events, we further support the initiative. Additionally, with the aim of revitalizing regions nationwide, we are promoting two-location living with Shibuya as a starting point. By supporting two-location living, we aim for regional revitalization and the creation of a related population.
