This project received 16 applications nationwide, and as a result of the review, 4 projects, including the Company's, were selected.

Background: The Challenge of "Fairness in Judgment" in Frontline Operations Facing Residents
The use of generative AI is rapidly expanding in administrative settings for tasks such as document creation and inquiry response. However, ensuring "reliability," including the accuracy of responses and the secure handling of information, remains a common challenge in operations directly linked to resident services.
In particular, municipal employees are required to make various judgments daily in situations directly impacting residents' lives (welfare, health, administrative procedures, etc.). Yet, there are cases where judgment standards vary depending on the 담당자 (person in charge), or less experienced staff hesitate in making appropriate judgments.
Especially in the "SoE (System of Engagement)" domain, which involves engaging with each resident's situation, operations are extremely important for municipalities but also tend to become personalized. If AI can be utilized as a "tool to organize the basis for judgment and support fair and impartial initial decisions" in this domain, it can contribute to both improving the quality of resident services and reducing the burden on staff.
The use of generative AI developed by domestic companies is attracting attention as "reliable AI" that can enable such responses. This demonstration project starts by verifying the characteristics, application areas, and implementation methods of domestic AI within the actual operations of municipalities, rather than theoretical evaluations.
Objective of This Demonstration: To Verify Characteristics, Application Areas, and Implementation Methods of Domestic AI in Actual Operational Environments
In this demonstration, we will evaluate and verify the domestic LLM "PLaMo" (provided by Preferred Networks, Inc.) in comparison with major overseas LLMs.
The evaluation will cover a wide range of aspects, including response quality, accuracy, and safety. The aim of this demonstration is to evaluate and verify the characteristics, application areas, and implementation methods of domestic AI through its utilization in actual administrative operations.
We will utilize "QommonsAI" (CommonsAI), an AX platform for administration provided by our company to municipalities nationwide, as the foundation for the verification. By having five municipalities conduct verification in a common environment, we will achieve a fair comparison under uniform conditions.

For the verification in real-world environments, we anticipate various scenarios related to resident services and internal municipal operations, with the cooperation of each municipality.
In all these operations, AI will not make the final decision. The purpose is to ascertain whether AI can support staff judgments and operations and provide organized, easy-to-understand explanations of the basis for them within the diverse operations of each municipality.

The discussion surrounding AI utilization in administration is shifting from "whether it can be used" to "for what and how it should be used." However, there are still few demonstrations that attempt to answer this question using actual operational data and on-site context.
What we have consistently focused on is the social implementation of AI. Our role, as we see it, is not just to evaluate the potential of technology, but to translate it into a form that functions in real-world settings and directly impacts the quality of resident services.
What makes this demonstration different from previous ones is our focus on "real-world environments." The significance of this demonstration lies in verifying how AI functions within the actual operational flows of five municipalities in tasks directly related to residents' lives, such as welfare and child-rearing support, where the basis for judgment is questioned.
The results of how PLaMo performs reasoning with Japanese administrative documents could become public knowledge for considering the social implementation of domestic AI. We will steadily build that knowledge together with the five municipalities.
