These guidelines broadly permit general derivative activities such as fan art, video posting, doujin activities, cosplay, and streaming, as well as AI generation, AI learning, modeling, original settings and modifications, and color arrangements.

PANDORA established these guidelines with the aim of 'not confining characters as the sole property of one company, but opening them up as entities that everyone can create, express, and participate in.'

Main contents of the guidelines: These guidelines permit the following uses:

- Production of fan art such as illustrations, manga, novels, and music - Posting on social media and video sharing sites - Personal production content such as games and MAD videos - Fan activities such as cosplay, analysis videos, and sharing impressions - AI generation, AI learning, modeling - Modified expressions such as costume changes and original settings - Original color creation using the official color change tool

Furthermore, monetization through standard platform functions such as YouTube ad revenue and X monetization is also permitted.

On the other hand, paid exclusive content, business use as continuous VTuber activities, and commercialization are subject to individual permission.

'Human Incubation Project: Project YOHANE' is a new project opened to general participants, centered on the common V-model 'Yohane Uka,' based on the philosophy and nurturing know-how of the Human Incubation Project, which has been developed for talents until now.

The Human Incubation Project started in 2025 as a program that removes initial costs and technical hurdles for V-Liver activities and supports monetization through streaming activities.
