Payroll Corporation (Headquarters: Koto-ku, Tokyo; President and CEO: Tetsuya Yuasa), which provides the payroll service "HR BPaaS," held a two-day inspection tour in Hokkaido from May 14 (Thu) to May 15 (Fri), 2026. Fifteen companies considering payroll BPO (Business Process Outsourcing) participated, gaining a deeper understanding of the service and a clearer image of post-outsourcing operations.

This tour has been held annually since 2022, aiming to deepen understanding of "HR BPaaS," which has a track record of over 1 million outsourced employees, through site visits and participant exchange, helping attendees clarify issues in their adoption considerations.

Day 1: Visit to Payroll Hokkaido BPO Center / Lecture by an "HR BPaaS" Client Company

Hokkaido BPO Center Tour

The interior of the Hokkaido BPO Center was shown, allowing participants to directly see the actual payroll processing site and workflow. The Hokkaido BPO Center occupies floors 2 to 5 of a five-story building, a large-scale operations hub processing payroll for numerous companies daily. This opportunity gave participants a concrete feel for the "post-outsourcing operational image" that is hard to convey through documents or verbal explanations alone.

Given the nature of payroll work handling large volumes of personal information, high-level security management is essential. The Hokkaido BPO Center implements multi-layered security measures, allowing participants to see firsthand how seriously Payroll approaches information management.

Entrance checks using metal detectors

Strict access control with anti-tailgating entry/exit management systems

Continuous monitoring with cameras covering all areas to eliminate blind spots

Additional access permissions for areas handling My Number (social security number) information, restricting access to highly sensitive data

Lecture by an "HR BPaaS" Client Company

A representative from the Human Resources Department of Yazaki Corporation, a user of Payroll's "HR BPaaS," spoke about the background of considering BPO adoption, the selection process for outsourcing partners, the team structure during implementation, and the results achieved after outsourcing.

Participants commented, "The firsthand account makes it credible" and "It clarified our company's issues and points to consider," receiving high praise for its practical content.

Day 2: Visit to SATO Social Insurance and Labor Consulting Office Sapporo Office

At the SATO Social Insurance and Labor Consulting Office Sapporo Office, the representative gave a lecture, and explanations were provided on the firm's history and the system/operational collaboration with Payroll. By directly observing a specialized, division-of-labor system different from typical labor consultation offices, participants gained a concrete image of the entire workflow from payroll calculation to social insurance procedures, as well as the collaboration framework with Payroll.

Future Tours

In Japan, where the working-age population is declining due to the aging society and low birthrate, the importance of outsourcing non-core tasks such as payroll to focus human resources on core business is increasing year by year. Payroll offers "HR BPaaS" as a means to address these changes, supporting many large companies in implementing payroll BPO.

However, while companies considering BPO want to verify "the actual environment and how operations are carried out," opportunities to visit operational sites during the evaluation phase are scarce. To resolve this issue, Payroll holds this tour two to three times a year, with the next one scheduled for August 27 (Thu) to August 28 (Fri), 2026.

Since its establishment, it has provided payroll BPO primarily to enterprise companies, currently handling payroll for 257 companies and 1.14 million employees (as of March 2026). Payroll's general-purpose payroll service "HR BPaaS" is an integrated service combining proprietary cloud-based HR/payroll software with payroll BPO. It handles complex, client-specific payroll logic while promoting standardization of common processes across all clients, offering high flexibility and scalability.

In Japan's labor shortage, Payroll aims to become a software infrastructure company handling specialized operational tasks for HR departments, enabling them to focus on more strategic work.
