U.S. Office of Personnel Management Selects Oracle to Modernize Human Capital Management System for Federal Employees

Austin, Texas — June 19, 2026 — The U.S. Office of Personnel Management (OPM) has awarded Oracle a $395.8 million Federal HRIT Modernization Core Human Capital Management (HCM) contract to deliver the first government-wide human capital management platform for the federal workforce. The new platform, built on Oracle Fusion Cloud Human Capital Management (HCM), will replace more than 100 disparate systems and serve as a unified HR data foundation across the government under OPM’s Federal HR 2.0 initiative.

Human capital management systems used across many federal agencies have not been fully integrated, leading to duplicated efforts and data inconsistencies that increase costs and cause delays in hiring and retirement processing. OPM expects that consolidating these systems onto a single cloud platform will enhance operational efficiency, security, and service delivery for both agencies and employees, while reducing taxpayer costs by more than 90 percent.

After a rigorous, competitive evaluation process that incorporated broad input and validation from agencies across government, we selected Oracle Cloud HCM as the solution to help integrate dozens of disconnected systems into a modern, secure platform. This is an important step toward improved interoperability, stronger workforce data management, and delivering a more effective and accountable HR experience across the federal government.”

As the foundation of Federal HR 2.0, Oracle Fusion Cloud HCM will provide a secure, AI-powered, FedRAMP-authorized HR platform for approximately 2 million civilian employees across the U.S. government. The solution will centralize HR functions onto a single platform to improve employee experience and enable the federal workforce to be managed as an integrated enterprise. Features include position management, personnel action records, workforce analytics, and self-service for employees and managers, integrated with payroll, retirement, and benefits systems.
