Pal System Rengokai, with approximately 1.7 million member households, adopts Oracle Exadata Database Service for cloud migration of its delivery service infrastructure.

Oracle Japan announced on April 13, 2026, that Pal System Rengokai, a federation of regional consumer cooperatives with approximately 1.7 million member households across 1 metropolis and 12 prefectures, has migrated approximately 50 systems, including its delivery service infrastructure, from on-premise to Oracle Exadata Database Service on Oracle Cloud Infrastructure (OCI). This migration is projected to achieve an annual operational cost reduction of approximately 20% and enhance business resilience through the construction of a multi-region disaster recovery (DR) site utilizing Oracle Cloud's Tokyo and Osaka regions. The move was prompted by difficulties in flexibly scaling resources in their traditional on-premise environment, exacerbated by increasing web orders and access concentrations. By adopting Oracle Exadata Database Service, Pal System Rengokai can now automatically adjust CPU resources according to demand fluctuations, ensuring efficient resource utilization and stable service delivery, even during peak times. The project encompassed a wide range of internet services, including member order sites, applications, and various application/document request forms. The successful migration has led to stable service provision with suppressed response delays during high-access periods and a flexible infrastructure capable of rapid resource expansion for unexpected traffic surges. Pal System Rengokai also implemented OCI Compute instances for its web and application server workloads supporting customer order services. The project was advanced through an internalized system migration and operation framework by Pal System Rengokai's information systems department, fostering skill and know-how accumulation and creating investment capacity for future digital initiatives, AI, and data utilization. Data migration for this project was supported by Assist Co., Ltd. Pal System Rengokai intends to progressively migrate other business systems within its group to OCI.
