Tokyo Bay eSG Project FY2023 Pilot Project: Results Report

A business group comprising Nomura Real Estate Co., Ltd. (representative company, Headquarters: Minato-ku, Tokyo / President and CEO: Daisaku Matsuo), Shimizu Corporation (Headquarters: Chuo-ku, Tokyo / President: Tatsuya Niimura), ANA Holdings Inc. (Headquarters: Minato-ku, Tokyo / President and CEO: Koji Shibata), Aero Toyota Co., Ltd. (Headquarters: Koto-ku, Tokyo / President and CEO: Koji Kato), Kidou Systems Inc. (Headquarters: Sumida-ku, Tokyo / CEO: Koji Shiono), Eight Knot Inc. (Headquarters: Sakai City, Osaka / President and CEO: Yuto Kimura), and Tokyo Water Taxi Co., Ltd. (Headquarters: Minato-ku, Tokyo / President and CEO: Tomoaki Ishii) was selected for the "System Construction and Operational Demonstration for Realizing Land, Sea, and Air Multimodal MaaS Centered on a Floating Port for Flying Cars (eVTOL) *2" (hereinafter, "this project") under the "Next-Generation Mobility" application theme of the Tokyo Bay eSG Project's "Pilot Project" *1 implemented by the Tokyo Metropolitan Government. The project has been promoted since October 2023.

In December 2025, the second demonstration experiment for this project was conducted, successfully demonstrating helicopter take-offs and landings on an offshore floating port (simulating flying cars) and the operation of autonomous vessels *3. Additionally, verification of terminal facility operations, operation verification of the seamless connecting system *4 that supports inter-mobility collaboration, and operational demonstrations by multiple autonomous robots were carried out.

This business group's initiatives regarding the "Tokyo Bay eSG Project FY2023 Pilot Project" will conclude their project period at the end of March 2026. Based on the results and insights gained from this project, the business group will continue its efforts towards the social implementation of land, sea, and air next-generation mobility, contributing to the realization of a richer society by solving social issues such as strengthening urban functions and regional revitalization.
