(Headquarters: Chuo-ku, Tokyo; Representative Director and President: Shintaro Fukuda; hereinafter "the Company") announces that its group company, Nippon Kanzai Co., Ltd., has been selected as the preferred bidder in the public proposal for Shibuya Ward's Comprehensive School Facility Management Services Outsourcing, the results of which were announced on March 3, 2026.
This service covers Shibuya Ward's elementary and junior high schools and kindergartens, integrally handling everything from daily inspections and cleaning to defect response, minor repairs, and overall project supervision. The objective is to ensure a safe and stable educational environment by implementing planned management that emphasizes preventive maintenance for aging school facilities.
The fiscal year 2026 (Reiwa 8) will be designated as a preparation period for system establishment, with the service scheduled to commence for five years from fiscal year 2027.*
*Single-year contract, renewable for a maximum of 5 years if the budget is approved and performance is satisfactory.
What is Comprehensive Public Facility Management?
In recent years, public facilities across local governments nationwide have been aging, increasing the importance of maintenance and management. Furthermore, due to factors such as declining tax revenues accompanying population decrease, changes in facility usage demand, and a shortage of skilled technicians, it is becoming difficult to operate efficiently and stably under traditional individual and decentralized facility management systems.
Against this backdrop, "comprehensive public facility management," which manages multiple facilities collectively, is gaining attention and widespread adoption as a method that achieves both efficiency and quality improvement in facility management. Comprehensive public facility management involves local governments bundling routine tasks such as maintenance inspections and repairs for public facilities they own into a single service, and comprehensively outsourcing the verification of their performance, management, and additional facility management projects to private businesses.
Typically, facilities under the jurisdiction of various departments are grouped together, but in this contract, it is limited to school facilities.
Background of Comprehensive Management Services Introduction in Shibuya Ward
In Shibuya Ward, in addition to the aging of school facilities, the extension of the usage period for existing school buildings is anticipated due to a review of rebuilding plans, making the transition to a planned management system emphasizing preventive maintenance an urgent priority.
To address these administrative challenges and improve the maintenance standards of school facilities and ensure a stable educational environment, "comprehensive public facility management" was introduced, and a public proposal was conducted from December 2025 to March 2026.
As a result of presentations and hearings by six businesses, Nippon Kanzai received 365.0 points (out of 450 points) and was selected as the preferred bidder. Discussions with Shibuya Ward are scheduled to proceed from April 1, 2026, with maintenance inspection services expected to commence from April 1, 2027.
Nippon Kanzai will contribute to Shibuya Ward's goal of "improving the maintenance standards of school facilities and ensuring a stable educational environment" through comprehensive management of public facilities.
