IR Engineer Education Research Institute will hold an online course titled "First Steps in Chemical Substance Regulations: Basic Course" for beginners in chemical substance management departments, as well as developers and manufacturing engineers.
For chemical companies, compliance with chemical substance regulations and proper management are prerequisites for business operations, and management departments are constantly busy responding to various regulations. Meanwhile, in research and development and manufacturing sites, there is an increasing need for decisions based on legal regulations regarding introduction, handling, labeling, risk reduction, and emission control. However, the scope of legal regulations is wide, and it is difficult to grasp the overall picture when learning them individually. This course organizes them along the axis of the chemical substance "lifecycle" and supports a basic understanding that leads to practical application.

Course Details
This seminar will clearly organize the regulatory responses required for companies handling chemical substances, along with points that are often confusing in practice. It will cover the prior review of new chemical substances and the concept of classifications under the Chemical Substances Control Law (CSCL), the positioning of labels and SDS based on GHS classification under the SDS Three Laws (Industrial Safety and Health Act / Poisonous and Deleterious Substances Control Act / Pollutant Release and Transfer Register Law), as well as risk assessment and the PRTR system, covering basic knowledge necessary for both management and technical departments. Furthermore, at the sales stage, it will touch upon regulations according to use (Pharmaceutical and Medical Device Act, Household Products Control Law, etc.), and at the disposal stage, it will focus on the Waste Management and Public Cleansing Act, addressing issues from the perspective of SDGs.
Seminar Program
1. Introduction (Key points of regulations / Overview of Japanese regulations) 2. Research and Development Stage (CSCL / Industrial Safety and Health Act) 3. Manufacturing and Distribution Stage (GHS / Labels and SDS / Risk Assessment / Industrial Safety and Health Act / Poisonous and Deleterious Substances Control Act / Fire Service Act / Pollutant Release and Transfer Register Law / Water Pollution Control Act / Air Pollution Control Act / Soil Contamination Countermeasures Act / Foreign Exchange and Foreign Trade Act) 4. Sales Stage (Pharmaceutical and Medical Device Act / Household Products Control Law / Others: Food, Cosmetics, etc.) 5. Disposal Stage (Waste Management and Public Cleansing Act / Act on Protection of the Ozone Layer / Act on Rational Use and Proper Management of Fluorocarbons / Trends in Marine Plastic Waste) 6. Conclusion (What is required for chemical substance management / Future trends in regulations)
