The percentage of companies that achieved their hiring targets in 2025 was 92.9%, a significant increase of 27.7 percentage points from 2024 (65.2%). Compared to 2023 (60.9%), the improvement in target achievement rate is also remarkable.
On the other hand, the average annual hiring target in 2025 was 16.7 people, a significant decrease from 30.8 people in 2023 and 28.7 people in 2024.
Looking at the actual average number of hires, it was 12.3 people in 2025, a decrease from 21.8 people in 2023 and 20.8 people in 2024.

From these results, it is possible that the improvement in the hiring target achievement rate is not so much due to a quantitative expansion of recruitment activities themselves, but rather influenced by the downward revision of hiring targets and the adjustment of hiring plans to a more realistic level, against the backdrop of labor shortages and recruitment difficulties.
