【TOPICS】
◆The achievement rate for mid-career hiring targets in 2025 reached a record high of 92.9%, up 27.7 percentage points from the previous year. This may be due to the downward revision of 'hiring targets' amid recruitment difficulties [Figures 1, 2].
◆Over 40% of companies feel a shortage of permanent employees, with the focus of the shortage shifting from the 'quantity' to the 'quality' of talent. 62.1% of companies will 'not hire' candidates who do not meet recruitment requirements, an increase of 7.7 percentage points from the previous year [Figures 3, 4].
◆49.3% of companies experienced employee turnover in 2025. The attribute most affected in terms of operations and management by resignations is 'mid-career employees with 5 or more years of service' [Figures 5, 6].
◆91.1% of companies intend to be active in mid-career hiring in 2026. Companies that experienced employee turnover in 2025 are more proactive in hiring experienced professionals [Figure 7].
【Survey Overview】
◆The achievement rate for mid-career hiring targets in 2025 reached a record high of 92.9%, up 27.7 percentage points from the previous year. This may be due to the downward revision of 'hiring targets' amid recruitment difficulties
The percentage of companies that achieved their hiring targets in 2025 was 92.9%, a significant increase of 27.7 percentage points from 2024 (65.2%). The improvement in target achievement rate is remarkable even when compared to 2023 (60.9%).
On the other hand, the average annual hiring target for 2025 was 16.7 people, a significant decrease from 30.8 people in 2023 and 28.7 people in 2024.
Looking at the actual average number of hires, 2025 saw 12.3 people, a decrease from 21.8 people in 2023 and 20.8 people in 2024.
From these results, it is possible that the improvement in the hiring target achievement rate is not so much due to a quantitative expansion of recruitment activities themselves, but rather influenced by the downward revision of hiring targets and a review of recruitment plans to a more realistic level, against the backdrop of labor shortages and recruitment difficulties [Figures 1, 2].
