Liquitous Inc. (Headquarters: Yokohama City, Kanagawa Prefecture; Representative Director & CEO: Takayuki Kurimoto; hereinafter: "our company") announces an update to its proprietary citizen participation consensus-building platform, "Liqlid." In addition to the conventional UI (entry point) for citizen participation, we have expanded functions that support integrated analysis of citizen opinions using AI and their linkage to policies.
With this update, "Liqlid" has evolved into an "integrated platform for digital democracy" that not only collects citizen voices but also comprehensively supports the process of interpreting them and reflecting them in policies and plans.
About "Liqlid"
"Liqlid" is a citizen participation consensus-building platform developed by Liquitous, based on the concept of "discuss thoroughly, decide firmly."
As a digital foundation for democracy that connects citizens and administration, supporting everything from opinion solicitation and discussion to consensus building and policy reflection, it is utilized by local governments across Japan.
"Liqlid"'s Vision – From a Citizen Participation "UI" to an Efficient and Effective Participation and Co-creation Platform that Integrates Analysis on a Single Foundation
Citizen participation is not complete by merely "collecting opinions." Satisfaction and trust are only born when it is clear how collected voices are organized, discussed, and reflected in plans and measures.
On the other hand, there have been many voices from the field indicating that as the volume and diversity of citizen opinions rapidly increase, the task of organizing and analyzing them and incorporating them into policies has become a significant burden for staff.
Therefore, this time, to support Liqlid from "entry" to "reflection," we have integrated and strengthened the following two elements:
Citizen Participation UI (Entry Point): Practical operations such as participation, posting, discussion, and voting.
Integrated Analysis Platform (Analysis/Visualization): Supports issue organization, visualization, and reflection consideration using AI.
Update 1: Enhancement of Citizen Participation UI (Entry Point) (Improved ease of operation)
We provide a UI for citizen participation that allows for the design of a consistent flow from information provision from the administration to citizens, to opinion solicitation, discussion, and voting.
Based on our traditional strengths in citizen participation operational functions (information provision / opinion solicitation / discussion / voting, etc.), we have developed a more flexible and easy-to-plan and operate workflow.
Main Functions:
Information provision from administration to citizens
Divergent opinion solicitation (idea solicitation and voting)
Public comments
Participatory budgeting
Questionnaire forms
In particular, the general-purpose questionnaire form function, which was previously installed, has been significantly expanded, allowing staff to flexibly set questions themselves.
Furthermore, within fiscal year 2025, initiatives such as participatory fund allocation using Liqlid in Amagasaki City for "Kodomo Wakamono Voice Action" will begin. To select recipients for such subsidies and consider budgets, we have also expanded the user interface and functions for "participatory budgeting," which broadly seeks citizen opinions.
It supports citizen participation processes in various regions as an "entry point" that is easy for citizens to participate in and easy for administrative staff to operate.
Update 2: Expansion of Integrated Analysis Platform (AI Analysis/Visualization) (Strongly supports issue organization to reflection consideration)
As the volume of citizen opinions increases, it becomes more difficult to grasp the overall picture of issues, understand relationships, and incorporate them into measures, beyond mere aggregation and classification.
This update expands analysis functions that utilize AI (LLM / natural language processing, etc.) to create room for staff to concentrate on consideration.
This enables grasping the overall picture of a large volume of citizen opinions, understanding the relationships between issues, and reflecting them in policies in a way that withstands accountability, beyond simple aggregation.
What integrated analysis can do (examples):
① "Major Issue" and "Minor Issue" Analysis (Issue Analysis Function)
Analyzes posts and transcribed texts to automatically organize key issues.
Hierarchically lists major and minor issues, visualizing the number of posts and trends.
Ensures the accuracy and explainability of issue organization by referring back to the original text.
② Visualizes which major and minor issues are frequently linked and mentioned (Relationship Visualization)
Displays the "connections" between issues in a network.
Supports understanding the framework of perception held by participating citizens.
③ Visualization of citizen opinion trends through 4-quadrant classification
Organizes the distribution of opinions along multiple axes to grasp clusters and biases.
Supports identifying areas that should be deeply explored and areas requiring additional investigation.
④ Prediction of background sentiment for each post and proposal of reflection content for drafts, etc. (Reflection Suggestion)
Proposes consideration points and directions for reflection based on the background context and sentiment trends of posts.
Also utilized for linking with draft plans, and organizing issues for explanatory materials, FAQs, and feedback.
⑤ Linkage with draft plans, etc. (Policy system / keywords)
