Background of Release
On July 10, 2026, the government’s AI Strategy Headquarters (Chair: Prime Minister Sanae Takagi) released an interim summary of its development and practical implementation strategy for industry-specific AI, or 'Vertical AI,' designating 19 fields—including healthcare, elderly care, and drug discovery—as priority support areas. A national strategy is now underway, featuring concentrated public-private investment toward 2030 and 'AI Transformation (AX),' which rethinks the very nature of work with AI as a given.
While Kurashitech fully supports this direction, we also hold a proactive sense of urgency. If AI adoption in healthcare and elderly care proceeds without a deep understanding of frontline realities, it risks becoming yet another 'unused system,' just like past digitization efforts. This paper is published to connect the high-resolution view of the frontline with national strategy.
Key Points of the Position Paper
The paper’s core arguments can be summarized in three points:
The obstacles to digitization are not frontline negligence, but five structural factors: 'non-stop frontline,' 'high individuality,' 'ambiguous rules with strong emotions,' 'interoperability externalities,' and 'aging workforce.' Without confronting these structures, no tool will take root in the field.
AI is the 'first viable solution' to these structural challenges. However, success has conditions: do not change frontline workflows; enter the field not with interviews but with knowledge; commit to customization for each site; earn the trust of the industry; and implement security robust enough for the most sensitive data in any sector.
Our three policy recommendations to the government are: (1) Clarify ambiguous rules regarding documentation and reporting, and establish national 'recommendations'; (2) Review outdated practices like 'original documents and postal mail' that are incompatible with the AI era; (3) Shift from the mindset of 'installing a massive common platform' to 'connecting individually evolved systems via AI.'
The paper also presents three frontline case studies—home visits, hospitals, and care facilities—illustrating the concrete future enabled by AI.
