Shizuoka City promotes appropriate forest management in accordance with the public benefits of forests by classifying forests within the city under the new concepts of "Environmental Forests" and "Circulating Forests." However, "Environmental Forests" are not managed appropriately due to factors such as difficult access, lack of logging, and no prospect of income from timber production.
Therefore, Shizuoka City has established a new mechanism for creating carbon credits that economically values the public benefits of forests. By returning the income from the sale of these credits to forest owners, the city is promoting appropriate forest management by the owners themselves, even in environmental forests where forestry is not viable.
