JISDA Co., Ltd. (Japan Integrated Security Design Agency, hereinafter "JISDA") is pleased to announce the establishment of a local base in Ukraine.

For about three years, even prior to its incorporation, JISDA has been continuously conducting local research in Ukraine and building collaborations with local companies, engineers, and stakeholders. The establishment of this new base serves as the foundational infrastructure to deepen the connections built so far, making them closer, more continuous, and practical.

JISDA's research and collaborations have not been limited to the capital or rear areas. We have continuously observed, listened, and analyzed what is actually happening on the ground, including areas near the front lines affected by combat and regions close to the border with Russia. We have investigated how equipment is used, worn out, and modified, as well as the challenges faced by operators and engineers. The establishment of this local base aims to maintain and develop these grassroots relationships more deeply and agilely.

JISDA believes that we must learn from the realities of modern warfare, not to wage war, but to prevent it and protect peace. And what supports this learning is not political performance, but the mobility and practicality that only the private sector can provide. Instead of merely waiting for institutional frameworks, we needed a system to quickly connect with companies, engineers, and stakeholders who are actually facing challenges on the ground, to engage in continuous dialogue, and to keep tracking the changes. This base provides that necessary structure.

■ Purpose of Establishing the Local Base

1. To make existing collaborations closer and more continuous

JISDA has been repeatedly engaging in dialogue and collaboration with local companies, engineers, and stakeholders in Ukraine. The establishment of this base aims to further strengthen these relationships and enable more routine, practical communication. In the field of modern warfare, where the speed of change itself is crucial, continuous relationships hold great significance.

2. To address on-the-ground challenges with the agility unique to the private sector

JISDA's goal is not to engage locally as a political movement. By leveraging the speed and flexibility that only a private organization can offer, our aim is to directly face the people dealing with actual problems and to continuously understand the real situation on the ground. The local base will be the foundation to further enhance this agility and advance collaboration at a practical level.

3. To connect local knowledge to Japan's technology, industry, and institutions, while shaping meaningful collaborations for both sides

What is happening in Ukraine offers implications across a wide range of fields, not just in drones and electronic warfare, but also in communications, software, related components, manufacturing, maintenance, and institutional design. Through its local base, JISDA will connect the knowledge gained on the ground to Japanese companies and stakeholders, further advancing initiatives that contribute to strengthening Japan's security and industrial foundations.

Furthermore, we do not consider these relationships as simply a one-way learning process for Japan. While carefully addressing local challenges and needs, we also believe it is important to connect any potential contributions from Japanese technology and expertise to practical collaborations. We will explore ways of cooperating that are valuable to both Ukraine and Japan, developing mutually meaningful and sustainable relationships.

What is happening in Ukraine right now is a reality that the people living, working, and defending their country there must face every day. That is why we want to approach this reality not just by learning or watching, but with an attitude of thinking together and exploring what we can do.

This base is not just a hub for extracting knowledge from Ukraine. It is also a base for continuously and carefully considering, through practical work, what kind of contributions are possible from Japan, and what kind of collaboration would be truly meaningful for both sides, while deepening relationships of trust with the local people.

Of course, broad political frameworks and institutional collaborations are extremely important. But at the same time, we believe that person-to-person connections built at the practical level among those facing challenges on the ground are also an indispensable foundation. These are exactly the kind of relationships that JISDA has consistently valued.

Support and collaboration cannot be established based solely on the convenience or interpretation of one side. It only becomes a sustainable force when rooted in the partner's needs, the reality on the ground, and mutual trust. Leveraging its agility and practicality as a startup, JISDA will continue to engage sincerely with Ukraine and build meaningful relationships for everyone in both Japan and Ukraine.
