JISDA Inc. (Japan Integrated Security Design Agency; Chiyoda-ku, Tokyo; Representative Director: Shota Kunii; hereinafter "JISDA") is pleased to announce the launch of "Skill House," a drone leasing and training package designed to support the development of unmanned aerial vehicle (UAV) operational capabilities in the security and crisis management sectors.
"Skill House" is a service tailored for the practical and advanced UAV operations required in disaster prevention, security, defense, and other crisis management fields. It provides an integrated solution that includes stock management, a training environment that accounts for equipment wear and tear, instruction from experienced pilots and trainers, and personnel matching as needed.
This initiative is positioned as part of "RISE," an unmanned asset consortium promoted by JISDA.

■ Background of the Launch
1. Lack of Mechanisms to Support Continuous Training
In drone training, especially when focused on practical operations, it is not uncommon for aircraft to be damaged or broken during the learning process. To understand the limits of flight, develop the necessary judgment for field operations, and improve team operational precision, a certain level of wear and tear is inevitable.
However, in the field, there is often a strong reluctance to damage equipment purchased with limited budgets. As a result, necessary high-intensity training is often avoided, reducing the number of practice sessions and hindering capability development. Furthermore, the burden of repurchasing, arranging repairs, and securing spare units each time equipment is damaged places a significant strain on users.
In the security and crisis management sectors, it is crucial to build capabilities continuously during peacetime to ensure readiness for deployment when needed. This requires an operational foundation that includes not just the purchase of aircraft, but also replenishment, maintenance, storage, and redeployment, assuming that wear and tear will occur. We believe that what is needed for UAV capability development is not just the provision of hardware, but the establishment of a "continuously operational environment" that facilitates smooth training.
To address these challenges, JISDA launched "Skill House" to provide comprehensive support for training equipment, inventory management, repair/replenishment, and operational load reduction, allowing teams to focus on practical training.
2. The Need for Training for Advanced Operations
National certification systems for unmanned aircraft pilots in Japan are designed primarily with safety as the top priority and play an important role in standard training frameworks. However, in security and crisis management fields such as disaster prevention, security, and defense, the capabilities required in the field are not fully covered by these standards alone...
