Japan Green Investment Corp. for Carbon Neutrality (President & CEO: Yoshihiko Tayoshi; JICN) has decided to provide support for the plastic recycling business (hereinafter "the Project") led by M.M.Plastic Co., Ltd. (Headquarters: Futtsu City, Chiba Prefecture; President & CEO: Tsutomu Morimura). This is the first publicly announced support project for a plastic resource circulation business operated by a domestic company.

Going forward, JICN plans to confirm efforts contributing to the reduction of GHG emissions through the monitoring of this business.

1. Business Overview
(1) Name: M.M.Plastic Co., Ltd.
(2) Headquarters Location: Futtsu City, Chiba Prefecture
(3) Representative: Tsutomu Morimura
(4) Date of Establishment: April 2006
(5) Shareholder: Tera Rem Group Co., Ltd.
(6) Business Description: Waste recycling and commercialization business
(7) Implementation Status and Expansion Plans
- Based on the Act on the Promotion of Sorted Collection and Recycling of Containers and Packaging (enacted in 1995), this business collects waste plastics such as plastic containers, packaging, and products discarded from ordinary households via local governments, and manufactures and sells pellets and logistics pallets using recycled plastic.
- In response to the growing social demand for plastic resource circulation in recent years, the company aims to increase the collection volume of container and packaging plastics by 30,000 tons to expand commercialization processing capacity, and plans to build a new factory to accommodate this.

2. Overview of JICN's Decision to Support
2-1. Details of Support
Form of fund supply: Subordinated loan and preferred equity
Total amount of investment and loan executed: 6.0 billion yen

2-2. Policy Significance Regarding the Decision to Support
(1) Perspective of Greenhouse Gas Emission Reduction
- The Basic Act on Establishing a Sound Material-Cycle Society (enacted in 2000), which was established to promote the realization of a "sound material-cycle society" with low resource consumption and environmental impact, sets the priority order for waste and recycling measures. The priority is first to reduce waste generation, second to reuse it, and third to recycle it. Fourth is thermal recovery (generating power or utilizing residual heat when incinerating waste that cannot be recycled and must be burned), and finally, proper disposal of what absolutely cannot be circulated. This Project falls under recycling, which is a high-priority initiative in waste and recycling measures.
- Currently, about 60% of the plastics collected as waste in Japan are incinerated (according to the "2023 Material Flow Chart of Plastic Products Production, Disposal, Recycling, and Treatment/Disposal" published by the Plastic Waste Management Institute (PWMI)). Because this Project will increase the proportion of material recycling of waste plastics (a recycling method that processes discarded products and waste so they can be used as resources again, circulating them as materials and raw ingredients), it is expected to contribute to reducing GHG emissions associated with the incineration of waste plastics and the procurement and manufacturing of virgin plastic materials.

(2) Perspective of a Virtuous Cycle Between Economy and Environment
As described below, the Project is expected to contribute to the realization of a circular economy society and a virtuous cycle between the economy and the environment.
- Japan relies on overseas sources for most of its energy resources, and geopolitical risks and price fluctuation risks have materialized. Promoting the recycling of plastic products is expected to reduce the import of oil and other raw materials for plastic products, contributing to preventing the outflow of national wealth and supporting Japan's economic security.
- By reducing waste and effectively utilizing resources, it contributes to the realization of a circular economy society, while the suppression of plastic waste emissions and resource circulation also contribute to measures against marine plastic waste problems, including microplastics, thereby biodiversity
