Background

In recent years, the use of drones has been rapidly advancing in a wide range of fields, including logistics, agriculture, infrastructure inspection, and disaster prevention. On the other hand, revisions to laws and regulations, starting with the Aviation Law, are occurring one after another, making it urgent for business operators to understand the rules for safe operation. Additionally, accident cases at actual operational sites have been reported, making appropriate knowledge essential for risk management.

In this seminar, we will invite administrative scriveners at the forefront of drone regulations and experts with extensive drone operation experience to provide practical information for those considering drone introduction and utilization.

Explanation of Drone Regulations and Accident Cases

Speaker: Mr. Sasaki from Boundary Administrative Scrivener Corporation

Content: An expert will explain the latest trends in Aviation Law revisions, methods for obtaining flight permits and approvals, and actual accident cases, their causes, and countermeasures.

Explanation of Drone Operational Cases

Speaker: Mr. Nakama from the Japan Multicopter Association (JMA)

Content: Introduction of drone implementation cases in the field. The speaker will explain insights gained from actual operations and effective utilization methods.

Shintaro Sasaki - Representative of Boundary Administrative Scrivener Corporation

A leading specialist in drone legal affairs and licensing in Japan. Widely known in the industry as a pioneer in legal support for drone business startups and school operations, as well as permit applications to the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).

As a member of the Cabinet Office's Regulatory Reform Promotion Council and MLIT's advisory board, he is deeply involved in rule-making for the drone industry and has experience in personnel exchange with MLIT. He is active as a bridge between the administration and the field.

Tsukasa Nakama - Japan Multicopter Association (JMA)

Achieved Japan's first internal inspection of a 230m-class chimney using a drone, a task difficult in non-GNSS environments. Pioneered inspection methods for advanced plant equipment such as Fluid Catalytic Cracking (FCC) units and Heat Recovery Steam Generators (HRSG). Has a track record in infrastructure inspection and disaster investigation fields, proposing advanced technologies like full scanning of chimney interiors and exteriors using LiDAR. Currently active as a national qualification instructor at the JMA Drone School. He systematically explains topics from basics to practice based on his experience operating multiple industrial aircraft (Elios, Skydio, IBIS, etc.) as well as DJI.

About the Three Organizers

Kyoto Drone Station (Kubota Trading Co., Ltd.)

A drone-specialized school and service base operated by Kubota Trading Co., Ltd. As a registered training institution of the Ministry of Land, Infrastructure, Transport and Tourism, it offers a variety of curricula, including various courses for national qualifications for unmanned aircraft (Class 1 and Class 2), limited change courses, and specialized courses for business-use pilots.

It provides consistent support from drone qualification acquisition to practical business application, promoting drone普及 and human resource development in the Kyoto and Kansai areas.

The company name is derived from 'Try', 'Trial', 'Triers', and 'Bull', with challenge and action as the core of its corporate philosophy.

While focusing on construction business and regional design business (architectural design), it fully entered the drone-related business in July 2023 as a secondary dealer for DJI. It is developing new services that combine construction and advanced technology, such as support for obtaining national drone pilot licenses (license business), a 'Drone Wrecker Service' for transporting materials to difficult-to-access locations, and heavy machinery operation training at the Nara Training Center.

IWAMOTO Co., Ltd.

A 100-year company based in Wakayama, primarily in the energy support sector centered on oil and gas. In 2021, it began selling and supporting the introduction of domestic drones as a authorized dealer of ACSL Co., Ltd., and started providing various inspection services using its own aircraft. In May 2024, it also opened a school for the national drone qualification 'Unmanned Aircraft Operator Skill Certificate', producing many students mainly from the local area.
