## Background of Partnership Agreement
Since commencing business in June 2021, ISF NET and Qsol have gradually deepened their collaboration through continuous communication. As of April 1, 2026, ISF NET has established a stable cooperative structure, with 22 ISF NET engineers engaged in projects.
This time, with the aim of further strengthening our structure and improving quality and productivity, we have decided to evolve our project-based collaborative relationship into a more robust inter-company relationship by formally entering into a partnership agreement.

## Main Collaboration Initiatives
Following the conclusion of this partnership, both companies will promote the following initiatives from April 2026 onwards.

1.
Strengthening Structure through Information Sharing and Technical Exchange
By closely exchanging information with Qsol, we will identify the necessary engineer skills and personnel, and respond promptly and appropriately. This will also enable us to provide swift proposals when new challenges or projects arise.
Furthermore, we are considering study sessions hosted by Qsol for technical exchange, aiming for further development in the IT field by both companies.

Joint Research for Quality and Productivity Improvement
Both companies will promote standardization of technology research and development, with a particular focus on research to improve productivity through AI utilization.

3.
Joint Initiatives for "Health Management"
ISF NET endorses Qsol's initiatives in health management. We will jointly implement monitoring and countermeasures for overwork, recommend non-overtime days, and promote smoking cessation measures and safety activities, thereby fostering an environment where engineers can work more comfortably.

4.
Regular Communication Including Management Layers
We will aim for continuous information exchange and relationship strengthening through regular meetings between the top executives of both companies and annual partner meetings.

## Future Outlook
Through this partnership, ISF NET will strongly support Qsol's IT infrastructure medium-term plan, including the promotion of DX and overall security enhancement for the Kyuden Group. Furthermore, for projects targeting other industries, such as the migration and operation to Government Cloud in the next-generation integrated administrative network, ISF NET will fully leverage the expertise of its IT infrastructure engineers to contribute to the business expansion of both companies and the delivery of value to customers.
