The Information-technology Promotion Agency, Japan (IPA, Chairman: Hiroshi Saito) has compiled and released key artifacts related to Open Data Spaces (ODS) on April 1, 2026. ### Overview of Open Data Spaces
Open Data Spaces (ODS) is a technical concept for open and scalable decentralized data management that respects the diversity of each country and organization.
Regarding ODS, the IPA Digital Architecture Design Center (DADC) released a white paper as an initial concept in February 2025. From August 2025, it began full-scale advisory activities such as protocol design and middleware development, while coordinating the architecture design for the 'Data Collaboration System Construction/Demonstration Project for the Realization of the Ouranos Ecosystem (NEDO Project)' conducted by the New Energy and Industrial Technology Development Organization (NEDO). In October 2025, after a joint promotion agreement with the Data Society Alliance (DSA), the Robot Revolution & Industrial IoT Initiative (RRI), and the Graduate School of Interdisciplinary Information Studies at the University of Tokyo, IPA has been serving as the secretariat for the global promotion of ODS. Following these design coordination and compilation activities, the current set of artifacts has been completed.
