H.I.S. Co., Ltd. (headquartered in Shinjuku-ku, Tokyo; hereinafter 'HIS') has signed a comprehensive partnership agreement with Satoyume Co., Ltd. (headquartered in Chiyoda-ku, Tokyo; hereinafter 'Satoyume') and Kaiyo Town in Tokushima Prefecture on 'new destination creation' for regional revitalization through tourism promotion.

HIS, in collaboration with Satoyume—a business production company specialized in regional revitalization with which it has a capital and business alliance—is launching a new destination development initiative called the 'Destination Create Project※'. Kaiyo Town in Tokushima Prefecture has now joined this project.

Designated as a model region by Tokushima Prefecture for regional revitalization through tourism promotion, Kaiyo Town has been working alongside HIS and Satoyume since 2025 to develop retreat programs that host corporate training sessions and to build mechanisms for corporate attraction and visitor acquisition. By formalizing this tripartite agreement, the three parties aim to maximize the expertise of private-sector operators and collaborate across multiple areas—including tourism and inbound strategies, creation of relational population, and natural environmental conservation—to materialize Kaiyo Town's potential and realize the vision of a 'utopia chosen from around the world' within the prefecture.

The town will develop an environment that combines its beautiful natural surroundings with engaging content, enabling year-round reception of tourists and corporate training groups.

(3) Strategy development and implementation for inbound tourism

(4) Promotion of visitor attraction to tourist facilities

(9) Promotion of culture, industry, and tourism

(10) Other matters necessary for achieving the objectives

※The Destination Create Project is an initiative promoted by HIS and Satoyume to create new destinations for travel, living, and life experiences by leveraging the unique characteristics of each region and incorporating elements such as experiences and human connections.
