Graffer Inc. (Headquarters: Shibuya-ku, Tokyo; Representative Director: Daichi Ishii; hereinafter "Graffer") is pleased to announce that a volunteer team, which included our Govtech Strategist Suzuki as a member, won the Grand Prize at the "Legislation" x "Digital" Hackathon organized by the Digital Agency. This hackathon is an initiative aimed at streamlining legislative affairs and creating new private services by utilizing "legal data" and "legal APIs" provided by the Digital Agency, combined with advanced technologies such as AI. At the presentation and awards ceremony held on March 10, 2026, Govtech Strategist Hirokazu Suzuki represented the team in the presentation and received the Grand Prize among the finalists who passed the preliminary rounds. This participation was a challenge by a volunteer team composed of individuals who shared a common vision. Our company respects the proactive efforts of highly specialized personnel who work beyond the boundaries of the public and private sectors, and we will continue to support them in contributing their knowledge to the development of a digital society in the public domain.

What is the "Legislation" x "Digital" Hackathon?
This event is a competition for service development that combines "legal data" and "legal APIs" provided by the Digital Agency with technologies such as AI. The hackathon aims to streamline the bill drafting and review processes for national public servants, improve legal data as a base registry, and foster the creation of new businesses in the private sector.
Overview of the Award-Winning Solution "Lawsy Alerts"
"Lawsy Alerts," developed by the volunteer team including Suzuki, is a legal intelligence engine that supports companies and administrations in responding to legal revisions by converting revision content into "information directly linked to judgment and action" and providing it daily. Starting from e-Gov's legal data, it comprehensively integrates differences between old and new articles, legislative background, deliberation materials, and guidelines, organizing the key points of revisions and their practical impact. This enables responsible parties to quickly understand revision content and respond promptly and appropriately. Furthermore, through analysis based on generative AI and domain knowledge, it automates revision detection, difference analysis, and report generation, contributing to reduced legal compliance costs and improved understanding of the system.

Comment from Hirokazu Suzuki, Govtech Strategist at Graffer Inc.
Many legal revisions are made, but the information is not sufficiently organized or shared, and it often does not reach companies and citizens. In this hackathon, my volunteer team members and I addressed this challenge by combining domain knowledge of legislative practice, gained as a former bureaucrat, with AI technology to develop "Lawsy Alerts," a prototype that delivers revision content as information directly linked to judgment and action. By transforming laws from "something to read" into "something that arrives," I feel the potential to create an environment where companies and administrations can respond quickly to system changes. I intend to continue working on solving public domain issues through the fusion of technology and domain knowledge.
