Graffer Inc. (Headquarters: Shibuya-ku, Tokyo; CEO: Daichi Ishii; hereinafter "Graffer") is pleased to announce that a volunteer team, in which our Govtech Strategist Hirokazu Suzuki participated as a member, won the Grand Prize at the "Law" x "Digital" Hackathon hosted by the Digital Agency. This hackathon is an initiative that aims to streamline legal administration and create new private-sector services by utilizing "legal data" and "legal APIs" provided by the Digital Agency in combination with advanced technologies such as AI. At the presentation and award ceremony held on March 10, 2026, Govtech Strategist Hirokazu Suzuki gave a presentation on behalf of the team, winning the grand prize among the finalists who passed the preliminaries. This participation was a challenge undertaken by a volunteer team of like-minded individuals. Our company respects the proactive initiatives of highly specialized talent working beyond the boundaries of the public and private sectors, and will continue to support them so that their knowledge can be fed back into the development of a digital society in the public domain.

## What is the "Law" x "Digital" Hackathon?
It is an event where participants compete in developing services that combine technologies like AI utilizing the "legal data" and "legal APIs" provided by the Digital Agency. This hackathon aims to streamline the drafting and reviewing of bills by national public servants, improve legal data as a base registry, and create new businesses in the private sector.

## Overview of the Winning Solution "Lawsy Alerts"
"Lawsy Alerts," developed by the volunteer team Suzuki joined, is a legal intelligence engine that converts revision details into "information directly linked to judgment and action" and provides it daily to support corporate and administrative responses to legal revisions. Starting with e-Gov's legal data, it comprehensively integrates differences between old and new articles, legislative background, deliberation materials, guidelines, etc., to organize the main points of the revision and its impact on practical work. This allows personnel to understand the revision details in a short time and respond quickly and appropriately. Furthermore, through analysis based on generative AI and domain knowledge, it automates revision detection, difference analysis, and report generation, contributing to reducing legal compliance costs and improving systemic understanding.

## Comment from Hirokazu Suzuki, Graffer Inc.
Many legal revisions are made, but there is a challenge that this information is not sufficiently organized and shared, failing to reach businesses and citizens. In this hackathon, to address this challenge, together with my volunteer team members, we combined the domain knowledge of legal practice gained as a former bureaucrat with AI technology to develop "Lawsy Alerts," a prototype that delivers revision details as information directly linked to judgment and action. By transforming laws from "something to read" to "something that is delivered," I feel the potential to create an environment where businesses and administrations can quickly respond to institutional changes. We will continue to work on solving challenges in the public domain through the fusion of technology and domain knowledge.
