On Friday, March 27, 2026, the Ministry of Internal Affairs and Communications announced "Furusato Resident Registration System" Guidelines Ver. 1.0, and the local governments selected for the model project were also announced.

Preparations on the part of local governments are accelerating towards full-scale operation in fiscal year 2026 (Reiwa 8).

This special edition, limited to local government officials such as mayors, staff, council members, and external organization personnel, will feature Yoshihiro Kurashige, Editor-in-Chief of Native.media, and Yushi Saso, Manager of FLN's Relation Population Creation Department, who will deeply interpret the key points of the guidelines.

In conjunction, FLN will introduce its newly launched "Regional Coordinator" development project – a collaborative effort with Mr. Tomoki Nagaishi of Hida City's "Hidasuke!" Secretariat and Otetsutabi Co., Ltd., which operates a relation population platform. This will be presented to all local government officials.

Background

On Friday, March 27, 2026, the Ministry of Internal Affairs and Communications published Guidelines Ver. 1.0 of the "Furusato Resident Registration System." This has clarified the overall picture of the system, and local governments have begun preparations for full-scale operation by the end of fiscal year 2026 (March 2027).

At the same time, 161 organizations nationwide applied for the Furusato Resident Registration System model project.

FLN's note article explaining the guidelines, published at the end of March, also received significant feedback. This indicates that not only the local governments selected for the model project but also many other local governments are seriously considering what preparations should be made this fiscal year, using the guidelines as a clue.

On the other hand, to ensure that the system does not end up as a mere "drawing on paper," the presence of "regional coordinators" who nurture and connect "relation population" on the ground is crucial.

Based on this understanding of the challenge, FLN has launched collaborative projects with two leading players at the forefront of relation population creation.

One is a joint project with Mr. Tomoki Nagaishi of Hida City's "Hidasuke!" Secretariat. This initiative redesigns the "essence of relation population creation," cultivated through on-site experience in advanced regions, into a training program transferable to other regions.

The other is a joint project with Otetsutabi Co., Ltd., which operates "Otetsutabi," a relation population platform with over 95,000 registered users. This initiative aims to develop regional coordinator human resources who can work on the ground in local governments.

In this seminar, Yoshihiro Kurashige, Editor-in-Chief of Native.media, and Yushi Saso, Manager of FLN's Relation Population Creation Department, will provide an easy-to-understand explanation of the guidelines' key points, along with an overview and introduction of the implementation methods for these two collaborative projects, for local government officials.

The seminar is structured to provide concrete measures that local governments, who understand the system but are contemplating their next steps, can take home.
