FIXER Co., Ltd. (Headquarters: Minato-ku, Tokyo; President and CEO: Kiyokazu Matsuoka; hereinafter 'FIXER') announces the launch of its initiative to provide and deploy AI voice solutions in the Japanese market by leveraging the AI voice platform provided by ElevenLabs Japan LLC (Headquarters: Chiyoda-ku, Tokyo; Japan & Korea General Manager: Hajime Tamura; hereinafter 'ElevenLabs').
FIXER aims to advance AI adoption in enterprise domains—such as healthcare, public administration, and retail distribution—where high security and data governance are critical, by combining ElevenLabs' high-precision AI voice platform with its own sovereign AI platform, 'Sovereign GaiXer'.
As the first priority area, FIXER is focusing on supporting medical documentation in clinical settings. The company is developing a system that transcribes doctor-patient conversations during consultations using voice AI, and then uses Sovereign GaiXer to generate draft medical records. The generated drafts will be reviewed and finalized by physicians, aiming to reduce the documentation burden on healthcare professionals.
Moreover, this initiative extends beyond the healthcare sector. By establishing a common platform that converts on-site conversations into operational data via voice input, FIXER plans to expand into various industries, including public and municipal counter services, retail customer interaction logs, and VOC (Voice of Customer) analysis.
※1 ElevenLabs' speech recognition model has been reported by the company to achieve a Word Error Rate (WER) of 3.1% in Japanese on the multilingual benchmark 'FLEURS' (as of 2026, based on ElevenLabs' internal research).
Background of the Initiative
The business application of generative AI is expanding beyond chat and document generation to include the utilization of on-site conversations and dialogue data. In fields such as healthcare, public administration, and retail, numerous conversations occur daily during operations. However, the tasks of recording, organizing, and sharing these conversations remain heavily reliant on manual labor, contributing to operational burdens and knowledge silos.
In particular, in medical settings, documentation tasks such as medical records, electronic health record (EHR) entry, referral letters, and discharge instructions place a significant burden on healthcare professionals. At the same time, in healthcare—where patient data is handled—enterprise-level implementation capabilities are essential, going beyond simple voice-to-text conversion to include security, data governance, and integration with existing systems.
ElevenLabs is an AI voice technology company that provides high-quality speech synthesis, speech recognition, and real-time voice dialogue technologies. With strengths in natural-sounding audio quality, high recognition accuracy, and multilingual support, ElevenLabs is widely adopted by enterprises globally. In April 2025, the company established its Japanese subsidiary, marking the beginning of its full-scale expansion into the Japanese market.
FIXER specializes in building enterprise systems that integrate cloud, AI, and security technologies, and has supported AI adoption in high-trust domains such as healthcare, public administration, and finance.
By combining ElevenLabs' high-precision AI voice technology with its own sovereign AI platform 'Sovereign GaiXer', FIXER aims to provide secure AI solutions for environments requiring high security, starting with the healthcare sector.
Objectives of the Initiative
This initiative aims to develop a system that transcribes on-site conversations using voice AI and converts them into draft documents or structured data via Sovereign GaiXer.
By leveraging ElevenLabs' AI voice platform and integrating it with FIXER's Sovereign GaiXer, the system is designed to achieve semantic interpretation of conversations, summarization, transfer to document templates, integration with existing systems, and secure data management.
Initially focusing on healthcare, the company will develop a documentation support system that transcribes consultation dialogues using speech recognition and uses Sovereign GaiXer to generate draft medical records. In the future, FIXER aims to evolve this into a medical DX platform that supports not only documentation but also integration with standard medical information systems such as electronic health records.
Key Application Areas
1. Healthcare Sector
In medical settings, documentation tasks such as medical records and EHR entry represent a major burden for healthcare professionals. There is a growing need for systems that allow doctors and nurses to focus on patient care while accurately and efficiently recording clinical information.
Under this initiative, FIXER will develop a documentation support system that transcribes consultation dialogues using voice AI and uses Sovereign GaiXer to generate draft medical records in formats such as SOAP. Physicians will review and edit the AI-generated drafts to finalize the records, thereby reducing the burden of EHR entry. It should be noted that this system is not intended to support diagnosis or treatment decisions, but solely to assist in documentation.
Regarding voice data collection, the system assumes prior explanation and consent from patients. Data containing patient information will be processed within domestic, closed-network environments. By leveraging Sovereign GaiXer, generative AI processing will be completed within hospital or closed environments, meeting the security and data governance requirements of medical institutions.
2. Public and Municipal Sector
In municipal counter services, significant labor is required for tasks such as recording consultation and application responses, preparing application documents, and sharing response histories. Additionally, since resident personal information is handled, there is high demand for domestic data retention and governance compliance.
This initiative aims to develop a system that captures conversations between staff and citizens via voice input and automatically generates and structures outputs such as response logs, application forms, and FAQ knowledge bases. This will support an environment where staff can focus on counter services and improve citizen services.
3. Retail and Distribution Sector
In retail and distribution environments, numerous pieces of information arise on-site, including customer interactions, daily reports, shift handovers, inquiry records, and VOC. However, during busy periods, documentation is often delayed, resulting in valuable customer feedback and on-site insights not being fully captured.
This initiative will explore systems that use voice input from store conversations and apply them to daily reports, handover notes, inquiry records, and VOC analysis. The goal is to reduce documentation burdens while contributing to improvements in store operations and customer experience.
Future Developments
FIXER will continue verification using ElevenLabs' AI voice platform and conduct PoCs (Proof of Concept) of solutions combining voice input with Sovereign GaiXer, aiming for deployment in healthcare, public services, and retail sectors.
In the healthcare domain, FIXER will verify the accuracy of transcribing clinical conversations and generating draft medical records, as well as assess the feasibility of integration with standard medical information systems. These efforts aim to reduce documentation burdens on healthcare professionals and advance the sophisticated use of medical data.
Going forward, FIXER will continue to strengthen its sovereign AI implementation capabilities centered on Sovereign GaiXer, promoting AI adoption in high-trust domains such as healthcare, public administration, finance, and retail.
