[Held on June 12 (Fri)! Applications Now Open] National Club Activity Regional Expansion Conference 2026

Euphoria Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; Representatives: Makoto Miyata and Hiroshi Hashiguchi; hereinafter 'Euphoria'), which develops the school and club activity management app 'Sgrum,' will hold the 'National Club Activity Regional Expansion Conference 2026' on Friday, June 12, 2026, co-hosted by the Sasakawa Sports Foundation and supported by the Sports Safety Association.

Starting this fiscal year, public junior high school club activities have entered the 'Reform Implementation Period' (Reiwa 8-13), and the regional expansion of club activities is entering a new phase across Japan. This conference aims to bring together 10 speakers from local governments, regional sports clubs, NPOs, university researchers, and lawyers to share practical knowledge from their respective regions and perspectives and discuss sustainable club activities.

Participation in the conference is free. It will be held in a hybrid format (in-person and online), and applications are currently being accepted.

■ Background

Following the 'Reform Promotion Period' (Reiwa 5-7 / 2023-2025) for teacher work style reform and public junior high school club activity reform, the 'Reform Implementation Period' (Reiwa 8-13) begins in fiscal year 2026 (Reiwa 8). The 'Comprehensive Guidelines for Club Activity Reform and Promotion of Regional Club Activities,' formulated by the Japan Sports Agency and the Agency for Cultural Affairs in December 2025, set a target for the first half (Reiwa 8-10) to achieve the regional expansion of holiday activities in all public junior high schools. This shift from 'regional transfer' (simply moving responsibility from schools to the community) to 'regional expansion' (schools and communities collaborating to broaden activity venues) represents a fundamental change in institutional design.

However, on the ground, while various operational models are spreading according to local conditions, the information sources available to those promoting the reform are limited, and networks with other local governments and organizations are not sufficiently developed. There is no 'single correct answer' for the regional expansion of club activities. Therefore, a forum is needed where local governments, regional sports clubs, NPOs, university researchers, and legal experts can bring together insights gained from their practices and broadly discuss and examine solutions.

Under its mission 'To make encounters between people and sports happy,' Euphoria is working to create an environment where children, regardless of sport or culture, can safely discover their 'passion' in any region. The first conference held in 2025 received approximately 900 applications from across the country. In 2026, marking the first year of the reform implementation period, this conference will feature leading promoters from regions where reform is progressing, aiming to share knowledge and create 'horizontal connections.'

'Sgrum' is a school and club activity management app used by approximately 2,000 organizations (as of July 2025), primarily sports organizations, tutoring schools, local governments, and comprehensive regional sports centers (for regional expansion of club activities). It is used as a communication network app connecting instructors and parents in the schools and academies of over 40 professional sports organizations in Japan.
