Following the 'Reform Promotion Period' (Reiwa 5-7 / 2023-2025) for teacher work style reform and public junior high school club activity reform, the 'Reform Implementation Period' (Reiwa 8-13) begins in fiscal year 2026 (Reiwa 8). The 'Comprehensive Guidelines for Club Activity Reform and Promotion of Regional Club Activities,' formulated by the Japan Sports Agency and the Agency for Cultural Affairs in December 2025, set a target for the first half (Reiwa 8-10) to achieve the regional expansion of holiday activities in all public junior high schools. This shift from 'regional transfer' (simply moving responsibility from schools to the community) to 'regional expansion' (schools and communities collaborating to broaden activity venues) represents a fundamental change in institutional design.
