The Disaster Management Training Center Support Association (DMTC-SA), a nonprofit organization, has launched a limited-time initiative called the "Disaster Preparedness Specialist Expansion Campaign 2050," aimed at nurturing the next generation of disaster resilience leaders, running until September 30, 2026.

Under this campaign, individuals aged 23 and under at the time of the exam can take the "Disaster Preparedness Specialist Level C" certification course at the special price of 2,050 yen.

This initiative aims to pass on the "knowledge and capacity for action to protect the future" to the generation that will carry Japan in 2050.

Turning "Disaster Preparedness Knowledge" into "Living Wisdom"

Launched in April 2024, the "Disaster Preparedness Specialist" program is now reaching a pivotal turning point.

However, its true goal goes beyond merely increasing certification numbers.

Its most distinctive feature lies in its "renewal system every three years."

Rather than being a one-time certification, the program aims to continuously update knowledge in response to evolving disasters, climate changes, and social conditions—transforming disaster preparedness from "static knowledge" into "practical wisdom applicable in real-world situations."

In recent years, Japan has faced escalating risks from compound disasters such as earthquakes, torrential rains, and extreme heatwaves.

At the same time, there is a growing recognition that public assistance alone cannot meet all needs, highlighting once again the critical importance of mutual aid ("Kyōjo").

The Disaster Preparedness Specialist is not merely a certification—it is a competence accreditation system designed to cultivate individuals who can support mutual aid, enabling active contributions across communities, businesses, and educational institutions.

The Youth of Today Will Support Japan in 2050

The year 2050.

Today's 13-year-olds will be 37, and today's 23-year-olds will be 47—becoming the core generation supporting Japanese society.

The extent to which disaster-resilient individuals are embedded in communities at that time will be crucial.

If this "next generation of leaders" does not acquire accurate knowledge and practical know-how today, Japan's disaster resilience cannot be sustained.

This is a pivotal issue that will shape Japan's future resilience.

This campaign is a project to pass the baton of disaster preparedness to the young generation who will support Japan in 2050.

To cultivate as many future contributors to mutual aid as possible, we are calling on currently certified Disaster Preparedness Specialists to support outreach efforts targeting younger generations, promoting nationwide development of disaster resilience talent.

Overview of the "Disaster Preparedness Specialist Expansion Campaign 2050"

Campaign Period June 22, 2026 – September 30, 2026

Eligible Applicants Individuals aged 23 and under who wish to take the Disaster Preparedness Specialist Level C exam

Applicable Exams Disaster Preparedness Specialist Level C exams held by March 2027 (up to the 67th exam)

How to Apply

Register via DMTC-CAMPUS. During registration for each exam, select the "U23 Discount Campaign" option priced at 2,050 yen.

Support from Certified Disaster Preparedness Specialists for Nurturing the Next Generation

Under this campaign, anyone aged 23 or younger can take the Disaster Preparedness Specialist Level C exam at the special rate of 2,050 yen, regardless of whether they were referred by a current specialist.

At the same time, to further accelerate outreach to younger generations, we are asking currently certified Disaster Preparedness Specialists to help promote the program.

Please share information about the Disaster Preparedness Specialist certification and this campaign with young people you encounter through daily activities—especially those you believe could become key contributors to a mutually supportive society in 2050.

We especially encourage parents, community leaders, educators, and employers to introduce this program as an entry point for youth to begin learning about disaster preparedness.

When registering as a new member on DMTC-CAMPUS, there is a field to enter the name of the referring Disaster Preparedness Specialist. We offer special benefits for certified specialists based on the number of referrals.

Cultivating Talent for Mutual Aid in 2050

This campaign aims to inspire younger generations to learn about disaster preparedness and develop the capacity to support one another in communities, workplaces, and schools.

Additionally, by leveraging referral activities from current Disaster Preparedness Specialists, we aim to extend the reach of this program to more young people across Japan, building a nationwide network of disaster resilience talent.

This network will be more than just a group of certification holders.

We aim to create dynamic disaster resilience hubs across Japan—individuals who continuously update their knowledge every three years and serve as pillars of strength in their local communities.

Moving forward, our organization will continue to promote the development and networking of disaster resilience talent to realize a society where public assistance is strengthened through mutual aid.
