Crassone Inc. (Aichi, Nagoya City, CEO: Teppei Kawaguchi), which operates the deconstruction work DX platform 'Crassone,' has been designated as a 'Support Organization for Managing and Utilizing Vacant Houses' under the revised Special Measures Law for the Promotion of Measures for Vacant Houses, which came into effect on December 13, 2023. Starting activities on April 14 (Tue), they will strengthen support for citizens and vacant house owners through public-private partnerships to address the nationwide social issue of vacant houses. As of June 12, the number of municipalities with cooperation agreements or designations as support organizations for managing and utilizing vacant houses has reached 216, covering a total population of over 30 million, with a population coverage rate of 24.3% (Note 1).

Crassone has been providing services such as 'Sumai no Shukatsu Navi' and 'Deconstruction Cost Simulator' for vacant house owners, as well as collaborative awareness activities and consultation window support in cooperation with municipalities. The number of cooperating municipalities has expanded from 25 in fiscal 2021 to 216 currently. The population of cooperating municipalities has increased from approximately 4.5 million to approximately 30.32 million, which is about 24.3% of Japan's total population (124,885,175 people), covering about one in every four people nationwide.
Designation of 'Support Organizations for Managing and Utilizing Vacant Houses' Progresses to Strengthen On-Site Vacant House Measures
In recent years, addressing vacant house issues has been positioned as one of the country's important policies. The budget for vacant house measures has been increased to 7.9 billion yen in fiscal 2024, 8.8 billion yen in fiscal 2025, and 11.3 billion yen in fiscal 2026, demonstrating the country's commitment to strengthening vacant house measures. On the other hand, a survey conducted by the Japan Vacant House Measures Consortium revealed that many municipalities cite a lack of personnel and budget as challenges, indicating that while systems are being established, there are difficulties in building the necessary operational capacity. Therefore, the importance of public-private partnerships that leverage the expertise of private sector companies to promote vacant house measures has been increasing in recent years.
Thus, the revised Special Measures Law for the Promotion of Measures for Vacant Houses, which came into effect in 2023, established a new system for 'Support Organizations for Managing and Utilizing Vacant Houses.' This system aims to create an environment that facilitates public-private partnerships in vacant house measures and to enable private companies to play a complementary role to municipalities.
According to a survey by the Ministry of Land, Infrastructure, Transport and Tourism, as of the end of March 2025, 95 organizations have been designated as support organizations for managing and utilizing vacant houses in 64 cities, towns, and villages, and the designation of 120 organizations is being considered in 98 cities, towns, and villages.
Designation Received from Kitakyushu City as a Support Organization for Managing and Utilizing Vacant Houses
