Chiayi City Expands Inspections; Hidden Camera Found in X-ray Room Smoke Detector at Luo Da-de Clinic

CNA (Chiayi) The Chiayi City Health Bureau inspected the Luo Da-de Ear, Nose, Throat, and Head and Neck Surgery Clinic on the 20th and discovered a hidden camera installed inside a smoke detector in the X-ray room. They immediately notified the police to seize the main unit and investigate the relevant personnel. The Health Bureau stated that it will impose penalties in accordance with the Medical Care Act. The Chiayi City Health Bureau released a press release today stating that to protect the privacy and safety of citizens seeking medical treatment and to demonstrate a "zero tolerance for voyeurism" policy, it has completed inspections of 41 clinics, including cosmetic surgery and obstetrics/gynecology clinics, and expanded the scope to include postpartum care centers. After inspecting 63 institutions, they discovered the hidden camera at Luo Da-de Clinic. The Health Bureau explained that the clinic had over a dozen visible surveillance cameras in the lobby, public spaces, IV rooms, and blood collection rooms, but no surveillance equipment was found in the changing rooms. The Health Bureau emphasized that medical institutions are strictly prohibited from using any illegal recording equipment. Recording equipment should be publicly disclosed and used primarily for public area safety. If recording is necessary in clinical spaces for medical or safety reasons, it must comply with the Personal Data Protection Act, be clearly communicated, properly managed, and require written consent from the patient.
